Developing a strong regional axis

Experts from Korea, China and Japan agreed that the three Northeast Asian nations should join forces to drive the global economy and fight global economic changes. The Northeast Asia Trilateral Forum of 30 experts from political, business and academic sectors met in Seoul earlier this week and discussed the theme of uncertainties in the global economy and cooperation among the three countries. As three economies have more growth potential than either the U.S. or European countries, which are struggling with fiscal and financial problems, the experts agreed they should take more of an initiative to help revive the flagging global economy. Plans included developing regional monetary and financial instruments.

Former Finance Minister Sakong Il proposed that the Chiang Mai Initiative - the multilateral currency swap arrangement among members of the Association of Southeast Asian Nations (Asean) and the three Northeast Asian countries - should be enhanced to include a Northeast Asian development bank. Toshiro Muto, chairman of Daiwa Institute of Research and a former deputy governor of the Bank of Japan, agreed that regional currencies should be employed more actively in trade and investment. Li Xiangyang, director of the Institute of Asia-Pacific Studies at the Chinese Academy of Social Sciences, suggested reducing U.S. dollar holdings in their foreign exchange reserves and replacing dollars with the three currencies in regional trade. Euh Yoon-dae, chairman of KB Financial Group, proposed that the three countries establish an investment fund and strengthen cooperation among their financial institutions. They all agreed on the need for closer monetary and financial cooperation. The proposals will be submitted to the governments of the three countries through respective secretariat offices and hopefully acted on.

Zeng Peiyan, China’s former vice premier, also pointed out that negotiations for a trilateral free trade framework have been stalled for a decade. Political leaders of the three countries should exercise more leadership in providing a breakthrough in the talks. The forum, co-sponsored by the JoongAng Ilbo, China’s Xinhua News Agency and Nikkei News Group of Japan, has been alternately held in the three countries since 2006. The group of experts demanded stronger leadership from the three countries to take a more prominent role in guiding the global economy by means of a regional alliance, which could reap rewards in terms of the economy and defense as well as environmental issues.

위기에 빠진 세계경제 견인할 마지막 보루 3국간 통화•금융 협력할 공식기구 갖추자 ‘한•중•일 30인회의’의 제안 새겨 들어야
글로벌 금융위기 이후 계속되는 세계경제의 불확실성을 해소하기 위해서는 한국•중국•일본 등 동북아의 핵심 3개국이 세계경제를 견인하는 새로운 성장동력으로 자리매김해야 한다는 의견이 제시됐다. 지난 16일 ‘한•중•일 30인회의’에 참석한 각국의 저명인사들이 한결같은 목소리로 피력한 세계경제 회생의 해법이다. 미국이 글로벌 금융위기의 충격에서 아직 완전히 벗어나지 못한데다 유럽이 역내국가들의 재정위기로 몸살을 앓고 있는 가운데 세계경제를 되살릴 성장잠재력을 갖춘 곳은 오로지 동북아 3국 밖에 없다는 인식에서다. 참석자들은 구체적인 3국간 협력방안도 내놨다. 한국의 사공일 전 재무장관은 “한•중•일 3국이 아시아 금융안전망으로 추진해온 ‘치앙마이 이니셔티브(아세안과 한•중•일 3국 간 통화교환협정)’를 궁극적으로 ‘지역통화•금융기금’으로 확대 발전시켜야 한다”고 강조하고, 동북아개발은행의 설립방안을 3국 정부가 추진할 것을 제안했다. 일본의 무토 도시로(武藤敏郞) 다이와총연 이사장은 “무역과 투자에서 아시아 역내통화를 활발하게 활용해야 한다”고 했고, 중국의 리샹양(李向陽) 사회과학원 아태연구소장은 한 발 더 나가 “3국이 외환보유액에서 미국 달러화의 비중을 줄이고 양자무역에서 달러 대신 3국 통화를 사용하자”고 주장했다. 어윤대 KB금융지주 회장은 “역내 공동의 인프라 투자펀드를 설립하고 금융기관간 협력을 강화해야 한다”고 말했다. 모두가 한•중•일 3국의 통화•금융 협력을 획기적으로 늘리자는 제안이다. 이번 회의에서 제시된 제안들은 지난해 출범한 한•중•일 협력사무국을 통해 각국 정부에 전달될 예정이라고 한다. 우리는 한•중•일 3국 정부가 각국의 저명한 전•현직 지도자들이 제시한 협력 강화방안을 새겨듣고 구체적으로 실행에 옮길 수 있는 가시적인 조치를 조속히 취하기 바란다. 아울러 쩡페이옌(曾培炎) 전 중국부총리가 강조한 대로 10년간 끌어온 한•중•일 자유무역협정(FTA)도 극적인 타개가 필요한 시점이다. 그 동안의 어정쩡한 논의만으론 FTA를 더 이상 진전시키기 어려운 만큼 각국 정치지도자들의 결단이 요구된다. 위기에 빠진 세계경제를 구원할 리더십을 발휘할 곳은 한•중•일 3국 밖에 없고, 그러한 리더십은 3국의 경제적 유대와 결속을 강화하는 데서 나올 것이기 때문이다. 중앙일보와 중국의 신화통신, 일본의 니혼게이자이신문이 공동으로 매년 개최하는 ‘한•중•일 30인회의’는 올해로 7번째를 맞았다. 그 동안 3국 정상회의 개최와 한•중•일 협력사무국 설치 등 다양한 의견을 제시해 각국의 정책에 반영시킨 30인회의는 이번에도 세계경제의 새로운 리더십 구축이라는 중요한 화두를 던졌다. ‘한•중•일 30인회의’가 앞으로 3국의 경제협력은 물론 지역안보와 군축, 환경, 문화교류 등을 논의하고 대안을 제시하는 동북아의 최상위 자문기구로서의 역할을 다하기 바란다.
