Cut welfare plans or increase taxes

The ambitious campaign promise on social welfare enhancement may cost a key member of the Park Geun-hye cabinet. Chin Young, minister of health and welfare, offered to resign because he felt responsible for the government’s inability to afford the costly welfare plans he helped concoct during the president’s election campaign. The ministry plans to announce later this week a basic pension scheme for elderly citizens - a scaled-down version from the president’s campaign promise of a 200,000 won ($186) monthly allowance for anyone 65 or older. The revised scheme will exclude wealthy beneficiaries and instead be limited to people in the lower 70 to 80 percent income brackets, based on incomes and payments from the national pension.

Chin was the mastermind behind the president’s welfare ideas, including the universal basic pension plan, while serving as vice head of the public happiness and transition committees. He had hoped to help the president honor her campaign promises, but could not overcome the financial hurdles. Some, however, suspect an ulterior motive. They believe Chin wants to run as the ruling party candidate to challenge liberal Seoul Mayor Park Won-soon in gubernatorial elections next June. Regardless, Chin’s resignation underscores the end of the administrations unrealistic and unfeasible welfare plans.

We have demanded that the government reexamine its ambitious - and excessive - welfare promises. It is too risky to cling to them with no way to pay for them. President Park recently acknowledged for the first time that the government may have to consider a tax increase to fund universal welfare programs. During talks with heads of ruling and opposition parties, she said tax increases based on public consensus may be inevitable if funds are still short after restructuring government expenditures and scrapping tax deductions.

Combined welfare spending is on track to exceed 100 trillion won for the first time next year. Tax revenues, however, are short. The government collected 10 trillion won less than its target in the first half of the year. Welfare spending will inevitably increase in relation to the speed of our aging society. Tax revenue will be forever short in meeting growing welfare demands. The government will have to make a choice - back down on some welfare plans or collect more tax.

South Korea has been stuck in the middle-income trap for more than a decade. It faces murky prospects due to external instabilities aggravated by the inevitable phasing out of U.S. monetary easing. The government must face the music and answer the practical question: Will it scale back welfare plans for now or increase taxes?

진영 보건복지부 장관이 복지 공약을 못 지키게 된 책임을 지고 사의를 표명할 것이라고 핵심 측근이 어제 밝혔다. 복지부는 26일 기초연금 도입안을 확정 발표할 예정인데 애초 박근혜 대통령의 대선 공약이었던 ‘65세 이상에 월 20만 원 100% 지급’에서 크게 후퇴한 것으로 알려졌다. 지급 대상을 소득 하위 70~80%로 줄이고 지급액도 소득이나 국민연금 수령액에 따라 차등 지급하는 방향이 확실시되고 있다. 진 장관은 당 정책위원장, 국민행복추진위원회 부위원장, 대통령직 인수위원회 부위원장을 거치면서 박근혜 정부의 기초 연금 공약을 만드는 데 핵심적 역할을 한 복지통이다. 그는 가급적 대선 공약을 지키려 했지만 재원 조달이 불가능하다는 현실의 벽에 막혀 결국 백기를 들었다고 한다. 일각에선 그의 사의 표명을 내년 서울시장 출마와 연관 짓는 시각도 있다. 속사정이 어떻든 진 장관의 사의 표명은 현실성 없는 장밋빛 복지 공약의 구조조정과 맞물려 큰 시사점을 던져 준다.
우리는 줄곧 과도한 복지 공약의 구조조정을 주장해왔다. 구체적 재원 마련 계획 없이 재정 부담만 늘리는 선심성 복지 공약은 모래 위에 집을 짓는 것과 다름없다. 재정이란 든든한 토대 없이는 쉽게 무너져 내릴 수밖에 없다. 취임 7개월을 맞은 박 대통령이 ‘증세(增稅)’를 처음 언급한 것도 이런 현실 인식 때문일 것이다. 박 대통령은 지난 16일 여야 대표와 3자 회동에서 “세출 조정과 비과세 축소해 복지 재원을 마련하고 그래도 부족할 경우 국민의 공감을 얻어 증세할 수 있다”고 말했다. 이런 대통령의 발언을 놓고 뒤늦게 청와대와 현오석 경제부총리는 ‘원론적 발언’이라며 한 발 빼는 모습을 보였다. 현 부총리는 “증세하면 경기가 더 꺼진다”며 지하경제 양성화와 비과세 혜택 축소로 5년간 51조 원의 재원을 마련하겠다는 애초 계획이 “가능할 것”이라고 자신했다. 누구 말을 믿어야 할지 국민에게 혼선만 부추긴 셈이다.
사실 답은 이미 나와 있다. 박 대통령의 복지 공약에만 매년 평균 27조 원의 돈이 들어간다. 내년 복지 예산은 사상 처음 100조 원을 넘어선다. 반면 세수는 크게 부족하다. 올해 상반기에만 10조 원의 세금이 덜 걷혔다. 게다가 급격한 고령화에 따라 복지 지출은 그냥 놔둬도 눈덩이처럼 늘어나게 돼 있다. 이런 복지 수요를 다 맞추려면 세수 부족의 상시화를 피할 수 없게 된다. 복지를 줄이든지, 세금을 더 걷든지 선택해야 한다는 얘기다.
세계 경제는 요동치고 우리는 중진국 함정에서 10년 넘게 갇혀있다. 당장 미국의 출구전략 이후 한국 경제의 앞날도 불투명하다. 이럴 때 대선 공약에만 발이 묶여 있어서야 누구 말대로 ‘끓는 물속의 개구리 신세’를 면하기 어렵다. ‘증세 없는 복지’ 중 어떤 것을 줄일 것이냐, 줄일 수 없다면 어떻게 세금을 더 걷을 것이냐, 구체적이고 실무적 고민을 시작할 때다.
