Actions speak louder than words

In his New Year address yesterday, North Korean leader Kim Jong-un underscored the need for better inter-Korean relations. He urged South Korea to take reciprocal measures to end the malicious verbal attacks each side has repeatedly made against the other and pave the way for improved ties. In a remarkable departure from last year’s threats of imminent war, North Korea sent a conciliatory message to President Park Geun-hye in her second year in office, trying to turn around current tensions. We cannot rule out the possibility that Pyongyang genuinely wants to improve ties, including holding government-level talks this year.

Improved South-North relations are inevitable if Kim wishes to make the North an “economically prosperous country,” as he vowed. North Korea is still stuck in unmitigated economic hardship, along with power struggles and infighting among its elites. To rein in that alarming internal division, Kim needs a stable - and amicable - external environment. The stunning about-face may also reflect Pyongyang’s intention to comply with President Park’s call for dialogue and exchanges.

If Kim Jong-un wants substantial improvement in bilateral relations, it must be backed by action. Although Pyongyang used to highlight the significance of enhanced ties in the leader’s New Year speech or state-run newspapers’ joint editorials, there was never any concrete follow-up. Despite Kim’s mentioning of “easing the standoff” last year, Pyongyang pressed ahead with a third nuclear test and other bellicose moves, which exacerbated South-North relations.

The precondition for better inter-Korean relations is Pyongyang’s pledge to stop provocations and threats. If it attempts to take advantage of bilateral ties to ease internal conflicts, it will take a while to build mutual trust, genuine reconciliation or cooperation. We don’t want Pyongyang to use “better relations” as a means to incite internal division in South Korean society and disrupt the international community’s joint actions against the North’s nuclear ambitions.

Kim’s New Year address often emphasized the value of “solving problems by ourselves,” while denouncing “all the fuss over pro-North Korean forces in the South.” If Pyongyang really hopes for a full-fledged aid package, it must first demonstrate the will to denuclearize through actions, not words. As long as it adheres to the double track of pursuing economic and nuclear development, it will lead nowhere. Nuclear armament is the primary cause of its diplomatic isolation, and the stifling economic plight the North is suffering.

김정은 북한 국방위원회 제1위원장이 1일 신년사에서 남북관계 개선을 강조했다. 남북간 비방중상 중단과 관계개선 분위기 마련을 언급하면서 남측의 호응을 촉구했다. 북한이 지난해 말 "전쟁은 광고를 내지 않는다"고 하고 대남 협박 통지문을 청와대 국가안보실에 보낸 것과 큰 차이가 나는 유화적 자세다. 집권 2년차를 맞은 박근혜 정부에게 국면 전환을 꾀하고 싶다는 메시지를 던진 것으로 해석된다. 북한이 새해 대화 공세를 펼 가능성이 없지 않다. 북한에게 남북관계 개선은 김 제1위원장이 대내 과제로 강조한 '경제건설과 인민생활 향상'을 위해 불가피할지 모른다. 이번 신년사가 농업부문의 발전을 제1 과제로 내세운 데서 알 수 있듯 북한의 경제난은 여전하다. 여기에 장성택 전 국방위원회 부위원장 숙청에서 드러난 북한 권부의 재편과 내부 투쟁은 아직 현재 진행형이다. 북한은 효과적인 내정 관리를 위해서 남북관계 개선을 비롯한 안정적 대외 환경이 필요할 것이다. 마침 박근혜 대통령은 지난해말 북한의 협박 속에서도 튼튼한 안보를 바탕으로 남북 대화와 교류는 해나가겠다는 뜻을 해외 기고를 통해 밝혔다. 북한의 태도 변화는 이런 것들과 맞물려 있을 것이다. 김 제1위원장이 언급한 남북관계 개선이 이뤄지려면 북한의 진정성 있는 행동과 조치가 뒤따라야 한다. 북한은 매년 신년사와 신년 신문공동사설을 통해 남북 관계개선을 강조하곤 했지만 수사에 그치기 일쑤였다. 지난해도 김 제1위원장은 "남북 대결 상태 해소"를 언급했지만 북한의 3차 핵실험에 이은 각종 위협적 조치로 남북 관계는 악화됐다. 남북관계 개선의 전제는 북한의 도발적 행동과 협박의 중지다. 북한이 국제사회의 제재를 완화하고 대내적 난관 돌파를 위한 일시적 퇴로로서 남북 관계를 활용하려 한다면 남북간 신뢰 구축이나 진정한 화해·협력은 요원하다. 우리는 북한이 남북관계 개선 강조를 남남 갈등을 부추키고 핵문제에 대한 국제사회 공조를 깨려는 카드로 이용하는 것도 경계한다. 신년사는 '우리민족끼리'를 수차례 강조하고 남한의 '종북 소동'을 언급했다. 남북관계의 획기적 발전과 남한의 전면적 대북 지원이 있으려면 북한이 비핵화를 위한 의지와 행동을 보여야 한다. 북한이 핵·경제 건설의 병진노선을 고집하는 한 남북관계 개선도, 북한의 경제 건설에도 한계가 있을 수밖에 없다. 핵개발은 오늘날 북한의 외교적 고립과 경제난을 부른 제일 요인이다. 정부는 북한의 태도 변화를 지켜보면서 남북 관계를 실질적으로 진전시킬 수 있는 방안을 준비해야 한다. 북한이 내부 결속 목적과 군부의 충성 경쟁으로 도발을 해올 가능성에 대비하면서도 북한의 개혁·개방을 지원하는 차원의 대화를 적극적으로 모색할 필요가 있다. 동북아에 새로운 질서가 짜여지고 북한에 새 권부 엘리트가 형성되는 과정에서 북한 문제의 주도권을 주변국에 넘겨줘선 안된다. 이쪽에서 하나 주면 저쪽에서도 바로 하나 내놔야 한다는 식의 기계적 상호주의로는 남북관계의 돌파구가 열리지 않는다.냉철하되 유연하고도 전략적인 접근을 당부한다.
