A president by her lonesome

The Sewol ferry disaster laid bare all the weak points of our society, as seen in the fatal gap between the steering room and the cabins. Despite the government’s knee-jerk vows that such calamities will never be repeated, the gap between officialdom and the public grows even bigger. Though President Park Geun-hye has made many tearful pledges, people still remain dubious.

Park is at the top of a pyramid structure supported by the Blue House staff, government ministers and civil servants. We seriously wonder if the structure is tight and solid enough. Her cabinet meetings look like a stuffy academic conference. People are not comfortable to see her ministers write down her instructions with their mouths shut grimly, reflecting the very long distance between them and their commander in chief.

People want a leader in close communication with others. Without a family of her own, however, Park spends most of her time alone at night at the heavily-guarded Blue House. The president’s isolation continues throughout the day. She goes to the second floor of the huge main building, which at a glance looks like Geunjeongjeon Hall in Gyeongbok Palace. Her office on the second floor is bigger than 1,000 square feet and her desk is 16 yards away from the door. Former President Lee Myung-bak even joked that you could play tennis there.

At the same time, her chief of staff, head of her national security office and other secretaries are working in a building 0.3 mile away. Her chief of staff and senior secretaries have to take a car - and junior secretaries walk for 10 minutes - to meet the president in person. This structure has two serious problems: the president’s isolation and inefficient communication.

Even in an age of smartphones, you can’t run a government online. The president must be able to consult with her staff face- to-face.

Inefficiency is a serious problem given the constant security threats from North Korea: its missiles can hit Seoul in just a few minutes - probably before her chief of staff or head of her security office could get to the president’s room.

It would be better for the offices of the president, prime minister and presidential aides to be placed almost back to back so they can freely discuss national affairs over a cup of coffee. To reinvent the nation, President Park must change her office first.

세월호 사건은 한국 사회의 충격적인 실태를 드러냈다. 가장 심각한 건 ‘거리’라는 대못이다. 한국에선 많은 게 서로 멀리 떨어져 있다. 이기주의의 조타실과 순진한 객실, 공직과 민생이 멀리 떨어져있다. 참사 때마다 정부는 개혁을 약속했다. 하지만 말과 실천 사이에 먼 거리가 있었다. 그 거리들이 쌓여 결국 세월호가 가라앉은 것이다.
이번에도 대통령은 많은 걸 약속했다. 그러나 국민은 의구심을 지울 수 없다. 대통령의 처방과 밑바닥 현실 사이엔 거리가 없는지, 국민은 안심할 수 없다. 이는 국민 탓이 아니다. 대통령 주변의 풍경 때문이다.
국정의 꼭대기는 대통령이다. 그를 정점으로 청와대·내각·공직사회가 피라미드를 이룬다. 그런데 과연 이 피라미드는 촘촘하고 견고한가. 대답은 ‘아니올시다’다. 대통령 회의는 딱딱한 학술회의 같다. 대통령이 근엄하게 발언하고 장관·참모가 열심히 받아 적는 걸 보면, 솔직히 국민은 소통을 믿을 수가 없다.
국민은 세상과 긴밀히 소통하는 지도자를 원한다. 그런데 박근혜 대통령은 그 점에서 많이 부족하다. 밤에 대통령은 깊은 관저에서 고독에 갇힌다. 가족이 없으니 대부분 혼자 지낸다. 형제가 있지만 소통이 뜸하다. 대통령이 좋아한다는 조카 2명도 청와대에 머문 적이 없다. 밤에는 진돗개 두 마리가 대통령의 유일한 측근이다. 참모들이 대통령과 통화하지만 어디까지나 딱딱한 업무다. 그리고 전화는 전화지 대면(對面) 소통이 아니다.
대통령의 ‘고립과 단절’은 낮에도 심각하다. 아침에 대통령은 본관 2층으로 출근한다. 본관은 경복궁 근정전 같은 대궐이다. 화려하고 웅장하다. 육중한 기와 지붕이 덮여있고 내부엔 아름드리 기둥들이 서있다. 집은 큰데 2층 공간에 있는 거라곤 대통령 집무실과 부속실, 회의실·접견실·대기실 뿐이다. 1층은 부속 공간이다. 2층 구석에 있는 대통령 집무실은 30평이 넘는다. 입구에서 대통령 책상까지가 15m나 된다. 이명박 대통령이 “테니스를 쳐도 되겠다”고 했다는 일화가 있다.
대통령은 근무 시간에 이 넓고 한적한 곳에서 혼자 지낸다. 비서실장·국가안보실장, 수석과 비서관은 400~500m 떨어진 건물에 있다. 대통령을 만나려면 실장과 수석은 사무실에서 걸어 내려와 차를 탄다. 그리곤 게이트 2개를 지나 본관에서 내려 계단을 올라가야 한다. 비서관들은 차 대신 10분 가까이 걷는다.
이런 구조는 두 가지 심각한 문제를 안고 있다. 대통령의 고립과 소통의 비효율성이다. 대통령과 참모가 멀리 떨어져 있는 건 부부가 각 방을 쓰는 것과 같다. 인터넷과 스마트폰이 있지만 중요한 국정을 온라인으로만 할 수는 없다. 대통령은 사람냄새를 맡으며 일을 해야 한다. 언제든 신속하게 얼굴을 보면서 협의를 해야 사안의 본질에 정확하게 접근할 수 있다.
비효율도 큰 문제다. 한국은 늘 안보위협에 노출된 대치국가다. 언제든 급변사태나 도발이 터질 수 있다. 북한의 미사일은 수분이면 서울 상공에 닿는다. 대한민국의 비서실장·국가안보실장 보다 더 일찍 청와대 본관 위에 도착하는 것이다. 세종시 건설에 대한 가장 큰 우려도 소통의 비효율이었다. 행정부 두뇌도 쪼개져 멀리 있는 판에 이 나라는 국가의 중추부마저 아파트 단지처럼 떨어져 있다.
선진국들은 이렇게 어리석게 하지 않는다. 대통령의 고립을 막고 소통의 효율을 극대화하기 위해 대통령·총리와 참모들을 다닥다닥 붙여놓는다. 집무실 배치가 한국 같은 분리형이 아니라 철저한 밀집형이다. 대통령과 참모가 노타이 차림으로 이 방 저 방에 모여 커피를 마시며 나랏일을 논한다. 그러니 국민이 최소한 소통은 의심하지 않는다.
국가개조를 위해선 대통령 집무실을 개조해야 한다. 필요성을 알면서도 역대 정권은 하지 못했다. 박근혜 대통령은 여당 대표시절 천막 당사에서 지냈다. 임시로 천막에서 집무할 수도 있다는 각오로 집무실 리모델링에 나서야 한다.
