Getting down to work

The 20th National Assembly will have to open its first extraordinary session on Tuesday in compliance with the National Assembly Law. A legislature’s first assembly meeting should elect the house speaker and two deputies.

The new legislature is bound by law to vote on a new leadership by Tuesday. The lawmaking branch has audaciously ignored the law and stretched the legal date to vote on a new leadership for self-serving purposes time after time.

The 20th National Assembly should set the rightful precedent of abiding by the legal timetable to name the podium members as well as the chairs for the 18 standing committees.

The 20th legislature has a historic role of setting a new example in lawmaking to get rid of the many bottlenecks the country is stuck with and rebuild the nation completely through the political art of cooperation and compromise.

Various safety-related scandals — deaths from humidifier sterilizers laden with toxic chemicals and rising crimes against women – must be addressed immediately through effective and lasting solutions after thorough investigations.

A number of pending issues have been neglected while the National Assembly went into a two-month hiatus before and after the April election.
The Saenuri Party and its two liberal rivals, the Minjoo Party and People’s Party, must perform their functions in the legislature representing the people and their interests.

They must choose their executive members as it is their responsibility to the public. If they cannot reach agreement, they could put it to a secret vote as stipulated in the National Assembly Law.

The Saenuri Party should not consider the boycott that a few of its members were suggesting if one of its candidates does not secure the house speaker position.

The party must not prove true the description of “a useless chauvinistic man with no appeal, capacity, vision or character,” as warned by an outside member of the party’s emergency committee. The liberal parties should also try to prove themselves useful for a change.

국회법 제5조 3항에 따르면 20대 국회의 첫 임시회의는 7일 열리게 돼있다. 또 국회법 제15조 2항은 국회의장·부의장의 선출은 첫 집회일이라고 규정하고 있다. 따라서 20대 국회의장단은 다음 주 화요일에 뽑아야 한다. 입법부가 무슨 초법부(超法部)나 무법부(無法部)라도 되는 듯 새 국회가 구성된 뒤 국회의장단의 법정 선출일을 마구잡이로 연기하는 밉상 짓을 과거 국회는 관행처럼 저질러 왔다. 역대 최악의 국회로 낙인찍힌 19대와는 확 다른 모습을 요구받아온 20대 국회가 첫 시험대에 올라섰다. 이번 국회는 국회법대로 7일 국회의장단을 깔끔하게 선출하고 18개 상임위원장도 신속하게 뽑아 바로 국회를 가동시켜야 한다.
유권자가 선거에서 표출한 20대 국회의 시대정신은 안전·생활·실용·대화·살림·협치 등을 통한 문제해결의 정치라고 할 수 있다. 총선 뒤 발생한 '가습기 살균제''미세먼지''여성상대 범죄''각종 안전사고' 등은 한시바삐 국회 상임위,본회의가 열려 사실관계를 깊이 조사하고 입법을 포함한 복합적이고 지속가능한 처방을 마련해야 할 사안들이다. 관료적 타성,편의주의에 흐르기 쉬운 행정부와 당정(정부+새누리당), 비난과 추궁에만 능한 야당에게 맡겨둘 수 없는 일이다. 선거가 있었다는 이유만으로 이런 문제들을 정면으로 풀어야 할 국회가 두 달 이상씩 문닫는 것을 당연하게 여기는 풍토도 더이상 봐줄 수 없다.
새누리당과 더불어민주당,국민의당은 20대 국회의 중심세력으로서 오로지 국익과 국민의 관점에서 국회의장단 선출 협상을 진행해야 한다. 이해관계가 조정이 안돼 도저히 결론이 안나겠거든 국회법 제15조 1항에 나온대로 본회의 무기명 투표로 선출하면 그만이다. 행여 새누리당 일각에서 흘러나오는 "여당 국회의장을 보장받지 못하면 국회를 공전시키자"같은 못난 생각이 현실화하지 않도록 해야 할 것이다. 그렇지 않아도 비정치인 출신인 새누리당 임윤선 비대위원의 "새누리당은 매력도,능력도,비전도,성격도 안좋은 쓸모없는 남자같다"는 독설이 화제가 되고 있다. 새누리당 뿐 아니라 다른 야당들도 함께 새겨 '쓸모없는 국회'란 소리를 듣지 않길 바란다.
