Chaebol’s greedy lobby

Lotte Group’s family members have been implicated in the prosecution’s corruption probe on Jung Woon-ho, the chief executive of cosmetics brand Nature Republic. Prosecutors have raided Lotte duty free shops and home of Shin Young-ja, executive director of the Lotte Scholarship Foundation and eldest daughter of the founder of Lotte Group, upon suspicion that Shin has received more than 2 billion won ($1.69 million) from Jeong in return for placing Nature Republic shops in Lotte duty-free outlets in Seoul.

The allegations underscore the typical excesses and greed of chaebol dynasty members. Billions of won were handed over to secure a favorable location in duty-free shops and Shin’s son was given a consulting job at Nature Public to run shops in Lotte duty-free outlets. Shin had full authority over licensing retail outlets in Lotte Cinemas until three years ago. She would have pocketed hugely using her power then as well.

The chaebol family has kept up self-serving business practices as if they were their prerogatives. The owner family members all have gotten their fat share out of Hyundai Merchant Marine and Hanjin Shipping during their heyday and jumped ship when they went sinking.

The Fair Trade Commission accused Hyundai Group of favoritism as the group funneled steady workload to its affiliates run by relatives of the group’s chairwoman Hyun Jung-eun. Hanjin Group is under similar suspicion. Former Hanjin Shipping chairwoman Choi Eun-yeong is also under prosecution probes for dumping her shareholdings in Hanjin Shipping before it sought creditors’ workout program using insider information. These are just a few latest examples of excesses from the chaebol family.

The chaebol’s blatant irregularities to augment wealth by using their companies as personal piggy banks have built public angst and hostility towards the chaebol sector. The society must strengthen watch and supervisory mechanism on the chaebol community.

Prosecutors must find out if other companies had been paying up to Lotte family members to buy placements in duty free shops.

정운호(네이처리버블릭 대표)게이트의 곁가지로 수사가 진행돼온 롯데면세점 입점 로비 사건은 결국 롯데그룹 오너 일가가 연루된 것으로 드러나고 있다. 검찰은 정 대표에게서 면세점 입점 로비 등의 명목으로 20억여원을 받은 혐의로 신영자 롯데장학재단 이사장을 지목하고, 신 이사장 일가가 소유한 회사 세 곳을 압수수색했다. 그는 롯데그룹 창업주 신격호 총괄회장의 맏딸이다.
대략 드러난 혐의 내용만 봐도 재벌 오너일가의 탐욕과 천민자본주의의 전형을 보는 듯해 씁쓸하다. 면세점에 좋은 자리를 배정해달라는 명목으로 수십억원대의 뒷돈이 오간 것뿐 아니라 신 이사장의 아들이 운영하는 업체는 네이처리퍼블릭으로부터 롯데면세점 내 매장 운영에 관한 컨설팅까지 수주했다. 신 이사장은 과거 롯데시네마 매점사업을 줄곧 독점해오다 3년 전 그룹이 매점 직영 운영체제로 전환하면서 철수한 적도 있다. 유통업체 오너 일가의 지위를 이용해 길목을 지키며 거액의 자릿세를 챙기고 매점 장사로 푼돈까지 거둬들인 것이다.
재벌 오너 일가의 '도랑치고 가재잡는'식의 탐욕 사례는 이밖에도 무수히 많다. 현재 구조조정의 핵심이 된 해운업계 양대 회사인 현대상선과 한진해운에서도 오너 일가의 사리사욕 챙기기는 거침이 없었다. 공정거래위원회는 현대그룹이 현정은 회장 친족 회사에 일감을 몰아준 혐의를 잡아 검찰에 고발했고, 한진해운 최은영 전 회장은 내부정보를 이용해 자율협약 신청 직전에 보유주식 전량을 판 혐의로 검찰 수사를 받고 있다. 최근에 드러난 대표적인 불법 사례만 추려도 이 정도다.
자릿세와 푼돈까지 챙기는 오너 일가의 탐욕은 보통 시민들에게 큰 좌절감을 주고 우리 사회를 불신과 증오의 사회로 몰아가는 '사회악'이다. 이제 재벌 오너 일가의 탐욕을 감시·견제하고 엄단하는 사회 시스템이 가동돼야 한다. 이번 롯데 로비 의혹 사건도 네이처리퍼블릭뿐 아니라 다른 입점 관련 로비 비리는 없었는지 끝까지 캐내 일벌백계의 전범을 만들어야 할 것이다.
