Self-righteousness proclaimed

President Park Geun-hye on Tuesday said she will meet with the head of Seongju, North Gyeongsang, and a lawmaker representing the county to proactively address the national division over the deployment of the Terminal High Altitude Area Defense (Thaad) system. The president also underscored the “irreversible choice” of the missile defense battery, as it relates to “the security of our nation and people.” She plans to invite legislators from the Daegu and North Gyeongsang region to the Blue House to listen to their opinions. It is fortunate that President Park demonstrated a willingness to tackle, albeit belatedly, a question that has plagued the whole country over the past one month.

Thaad is basically a defensive weapons system to intercept North Korean missiles after detecting them through powerful radar. Given the massive stakes on our survival, that is an issue involving diplomatic, political and ideological aspects too. To resolve vehement opposition from local residents in Seongju and neighboring countries like China, a reiteration of principles is not enough. Detailed explanations are needed and, if necessary, a preemptive action to deal with predictable challenges.

Nevertheless, our government’s action was not professional. Coupled with its zig-zagging and flip-flopping on the issue, it went ahead with the deployment without public consent. Defense Minister Han Min-koo, for instance, has repeatedly made ambiguous remarks, which helped fuel scepticism about the government. After putting off the announcement of the deployment, he made it public five days after sporadic protests around the nation. Once a plethora of rumors about Thaad spread, he revealed the locations of our Patriot missile base and an early warning system for ballistic missiles.

Considering the gravity of the issue, Park should have persuaded the people of the necessity for the deployment through a nationally-televised speech or press conference. A one-sided and protracted demand for the deployment led to uncooperative attitudes of the ruling Saenuri Party — not to mention opposition parties — as well as public distrust and social discord.

Internal unity is important. The president must explain the lead-up to the deployment decision and convince the people about the unavoidability of its deployment. She must actively exchange views with lawmakers from the Daegu and North Gyeongsang region and politicians representing other parts of the country. A lopsided action amounts to a proclamation of self-righteousness. The president’s attitude must change.

여름 휴가를 마친 박근혜 대통령이 어제 "사드(THAAD·고고도미사일방어) 배치 문제를 적극적으로 해결하기 위해 민심을 듣고 지역 대표인 국회의원, 단체장을 직접 만나겠다"고 밝혔다. 또 "사드 배치는 국가와 국민의 안위가 달린 문제로, 바뀔 수도 없는 문제"라고 언급했다. 박 대통령은 조만간 대구·경북지역 의원들을 청와대로 초청해 지역 민심을 들을 예정이다. 온 나라가 이 문제로 한 달 가까이 국론이 갈려 해결의 실마리를 찾지 못하는 마당이다. 많이 늦었지만 대통령이 이제라도 직접 돌파 의지를 내보인 건 그나마 다행한 일이다.
기본적으로 사드는 북한 미사일을 레이더로 탐지해 요격하려는 방어용 무기체계다. 북한 핵과 미사일 위협이 상존하는 상황에서 도입은 불가피한 측면이 있다. 하지만 이런 군사적 본질 외에 사드 배치는 외교·이념·국내 정치 문제가 맞물린 복합 이슈다. 성주 군민과 정치권 일각의 반발, 중국 등 주변국의 대응까지 복잡하게 얽혀 갈등을 해소하려면 원칙론을 되뇌는 것만으론 부족하다. 고차방정식인만큼 여러 의문을 풀어주려는 노력이 따라야 하고 예상 가능한 문제엔 선제적 대응도 곁들여져야 한다.
그런데 그동안 정부 대응은 치밀하지도 투명하지도 못한데다 우왕좌왕하는 모습까지 더해져 미덥지 못했다. 무엇보다 공론화 과정이 생략된 채 불쑥 배치가 결정된 것은 잘못됐다. 한민구 국방장관은 사드 배치 관련 질문에 시종 "아직 결정되지 않았다"는 모호한 답변으로 일관해 정부 불신을 키웠다. 배치 지역을 결정해 놓고도 발표를 미루더니 여기저기 항의 시위가 잇따르자 5일만에 부랴부랴 경북 성주라고 발표했다. 사전 준비가 이렇게 철저하지 못했다면 사후 대응이라도 잘해야 하는 데 후속 조치는 아예 낙제점이다. 단 한 차례의 대국민 설명도 없고 지역 사전설명회 일정도 안 잡은 정부다. 하지만 '사드 괴담'이 번져가자 군사 기밀인 패트리엇 부대와 탄도탄 조기경보 레이더 기지를 허겁지겁 공개하는 한심한 장면을 노출했다.
사안의 엄중함을 고려하면 박 대통령이 처음부터 대국민 담화나 회견을 통해 국가 안보를 위해 사드 배치가 필요하며 어느 지역이든 일정한 희생이 불가피하다는 점을 호소하고 설득하는 게 순서였다. 이런 노력을 생략한 채 "단합이 중요하다"고 일방적으로 주문하니 여당 의원의 협조조차 얻지 못하고 국민 불신, 사회 갈등으로 이어진 것이다.
내부 결속이 중요한 시점이다. 국민이 정부를 신뢰해야 대외적 설득에도 힘이 붙는다. 대통령은 이제라도 사드 배치의 불가피성과 결정 과정을 투명하게 설명하고 설득하는 게 필요하다. 대구·경북 의원 뿐만 아니라 여야의 책임 있는 정치인과 지역 주민들에게도 정보와 의견을 긴밀하게 나눠야 한다. 일방적으로 결정해 통보하는 방식은 독선과 압박으로 비칠 뿐이다. 사드 문제가 자중지란으로 번지는 사태를 중지시키려면 국정을 대하는 대통령의 인식과 태도가 완전히 달라져야 한다.
