A senseless reshuffle (KOR)

Prime Minister Lee Nak-yon indicated that the Moon administration’s cabinet will be reshuffled following the June local elections. A change in perspective could be necessary as the administration enters its second year, but at the same time, it is questionable whether a reshuffle will do any good. From what we have seen so far, the administration is likely to stick to its appointment guidelines and recruit people from the same inner circle. The headache of confirmation hearings and legislative wrangling over choices will likely be a waste of resources.

Current cabinet members don’t have much impact on the administration. Most of the policies are being spearheaded by current Blue House chief staff members. New faces won’t give the cabinet more weight. Lee said the fact that there was no need for a reshuffle over the past year indicates the appointments were good. But, in reality it shows how useless cabinet members have been.

Foreign Minister Kang Kyung-wha was hardly noticeable amid the roller coaster-like developments between North Korea and the United States over their planned summit in Singapore. Environment Minister Kim Eun-kyung stumbled in her response to the crisis over plastic and foam waste after China banned imports of recyclable waste. Minister of Gender Equality and Family Chung Hyun-back was quiet in response to the spread of the Me Too movement. Education Minister Kim Sang-kon added confusion to an already-muddled policy on college admissions with his contradictory comments.

A reshuffle will be meaningless unless there is a fundamental change in the administration’s Blue House-led governance. Cabinet members must have a greater say in managing state affairs.

Should the cabinet be changed, it needs to be centered on reinforcing the economic team, led by Deputy Prime Minister Kim Dong-yeon. The income-led growth policy must be fixed to aid the economy. If there are no changes in the policy direction, it won’t matter if there are more cabinet members dutifully following orders from the presidential office.

이낙연 국무총리가 다음달 지방선거 후 개각 가능성을 내비쳤다. 지난 1년의 국정을 따져보면 개각의 필요성에 수긍하면서도, 한편으로는 개각을 하면 뭐 하나 하는 회의가 드는 것도 사실이다. 지금까지의 인사에 비춰볼 때 신임 장관이래 봐야 어차피 ‘캠코더(캠프+코드+더불어민주당)’ 인력 풀에서 벗어나지 않을 텐데, 공연히 인사청문회니 뭐니 하면서 국가 에너지만 낭비할 게 뻔한 까닭이다.
그보다 더한 건 내각의 존재감이 전혀 없고, 오로지 임종석 비서실장을 비롯한 청와대 참모들만 보이는 상황에서, 장관을 바꾼다고 달라질 게 있을까 하는 의구심이다. 이 총리는 “지난 1년 동안 개각이 없었다는 게 인사가 잘됐다는 방증”이라고 말했지만, 그것은 장관이 거의 있으나 마나 한 존재였기 때문이라는 게 더 맞는 사실일 것이다.
실제로 두 번의 남북 정상회담 사이 북·미 관계가 롤러코스터를 타는 과정에서 강경화 외교부 장관은 도대체 어디 있었는지 알 수가 없다. 재활용 쓰레기 대란이 벌어졌을 때 김은경 장관의 환경부는 우왕좌왕하기만 했고, ‘미투’가 확산될 때도 정현백 장관의 여성가족부 역시 꿀 먹은 벙어리였다. 김상곤 교육부 장관은 입시제도에 온갖 혼선을 초래함으로써 존재감을 과시했다.
청와대 중심 국정운영 체제의 근본적 변화 없이는 개각이 아무런 의미가 없다. 개각을 하려면 장관에게 힘을 실어줘 국정운영을 주도할 수 있게 하는 게 우선이다. 청와대 비서실은 이를 뒷받침하면 그만이다.
특히 잘못된 판단임이 증명되고 있는 ‘소득주도 성장’ 정책의 개선을 위해서라도 김동연 부총리 겸 기획재정부 장관이 경제 콘트롤타워가 되고 관련부처 장관들이 국정의 한 축이 될 수 있는 개각이 이뤄져야 한다. 정책 전환이 아니라 청와대와 코드 맞추기에 급급한 장관을 찾는다면 굳이 개각을 할 이유가 없다.
