Time for more exemptions? (KOR)

South Korea won gold in football and baseball to finish third at the Asian Games that ended on Sunday. The head-to-head final matches in the two popular games pitting Korea against archrival Japan made the weekend special. The two games had more than gold medals at stake. Thanks to Asian Games victory, Oh Ji-hwan on the national baseball team would not have to cut his professional career short at the LG Twins and Son Heung-min’s $5 million-plus contract at Tottenham Hospur in the English Premier League is not at risk.

Son would have had to fulfil his 21-month-conscription if his team had not won gold. As he did not finish high school in Korea, he would be assigned to civilian service to report to work daily instead of in military camps. Still, since he is not eligible to join the military or police football teams, he would have had to find ways to keep up his training on his own at night.

Many were as interested in Son’s fate as the actual football game. They have watched how devoted he was on the field representing his mother country. Although military service is a national duty for all, bringing glory to the country through achievements in global sports serves the nation as well. The sports community has abused the exemption rule — a gold in the Asian Games and a medal of any color at the Olympics — which sometimes worked unfavorably for talented athletes.

At the same time, athletes who fare well in World Championship games that could win medals at the Olympics and Asian Games have been neglected. The sports community has been calling for amendments in the military service exemption clause that was made in 1973 so that exemptions can be given based on cumulative scores from accredited international sports matches.

Athletes then would not have to stake everything on a single Olympics or Asian Games. The time of being recruited to the national team also can be counted in the scoring. The score accumulation system should be thorough in considering the nature of an individual sports category and fairness. If necessary, it could be put up for public debate. A normal society should not be in a position where a player getting a military exemption is a more important result than the final score of the match.

‘로또’가 된 운동선수 병역 특례 … 고칠 때가 됐다
어제 폐막한 인도네시아 아시안 게임에서 한국이 축구·야구 우승과 종합 성적 3위라는 우수한 성적을 거뒀다. 축구팀과 야구팀은 수 시간을 사이에 두고 잇따라 금메달을 따내며 국민에게 즐거움을 선사했다. 공교롭게도 두 결승전은 일본과의 경기였다. 그런데 만약 야구는 이기고 축구는 졌다면 어떤 일이 벌어졌을까. 야구선수 오지환은 프로야구 선수 생활을 중단하지 않아도 되는 혜택을 누리는 반면 축구선수 손흥민은 병역 의무 이행을 위해 귀국해야 하는 운명을 맞았을 것이다.
다행히 이런 극단적 상황은 나타나지 않았지만 실제로 그런 일이 생겼다면 엄청난 논란이 벌어질 수밖에 없었다. 오지환은 이번 아시안 게임 말고는 이렇다 할 국가대표 공적이 없다. 이번 대회에서 주전급 선수도 아니었다. ‘로또’ 당첨보다 큰 행운을 얻은 셈이다. 반면 손흥민은 2014년 브라질 월드컵, 2016년 리우 올림픽, 올해 러시아 월드컵에서 부상 위험을 감수하며 열심히 뛰었다. 손흥민은 학력(고교 중퇴) 때문에 사회복무 요원이 되는 병역 등급 4급 판정을 받았다. 이 때문에 이번 아시안 게임에서 한국 축구팀이 우승하지 못했다면 상무팀이나 경찰청 축구팀에 갈 수도 없어 낮에는 공익근무 활동을 하고 저녁에 아마추어 축구팀에서 공을 차며 훈련해야 했다.
상당수 국민은 아시안 게임 금메달이 아니라 손흥민의 병역 특례 혜택에 큰 관심을 보였다. 그동안 태극 마크를 달고 땀과 눈물을 흘리는 그의 모습을 봐 왔기 때문이다. 병역의 의무도 중요하지만 세계적 축구 선수가 돼 한국인의 자긍심을 높인 그의 재능이 사장되는 것을 걱정하기도 했다. 대표팀 선발권을 가진 이가 실력이 떨어지는 후배를 팀에 슬쩍 넣어주는 ‘끼워 넣기’, 병역 문제를 해결한 선수가 후배에게 대표팀 자리를 양보하며 자신의 부상 위험도 피하는 ‘밀어주기’가 횡행하는 가운데 정작 혜택을 받아 마땅한 선수가 제외되는 것은 절대 공평하지 않다.
현재 특례 대상자는 올림픽 3위, 아시안 게임 1위 입상자까지로 국한돼 있다. 이에 따라 세계선수권대회 등 아시안 게임보다도 경쟁이 치열한 시합에서 특출난 능력을 보인 선수가 혜택을 받지 못한다. 1973년에 시작한 체육인 병역 특례 제도에는 이처럼 형평성에 문제가 있다. 그동안 체육계에서는 ‘점수 누적제’ 도입 필요성을 제기해 왔다. 공적을 인정할 대회를 정하고, 거기에서 거둔 성적에 해당하는 점수를 마일지리처럼 적립해 기준 점수를 넘긴 선수에게 특례 혜택을 주는 제도다. 그렇게 되면 누구든 한 방에 병역 문제를 해결할 수는 없다. 점수에 국가대표로 소집된 기간까지 반영하는 방안도 있다. 예상되는 부작용을 피하려면 종목별 특수성과 형평성을 고려한 기준 점수 책정 등 정교한 준비가 있어야 한다. 이제는 바꿀 때가 됐다. 필요하다면 공론화도 검토해봄 직하다. 올림픽이나 아시안 게임 그 자체보다 몇몇 선수의 ‘복불복’식 행운과 불운이 더 화제인 사회를 정상이라 할 수 있겠나.
