Last chance for the LKP (KOR)

Four-term lawmaker Na Kyung-won, 55, has been elected the floor leader of the main opposition Liberty Korea Party (LKP). She beat her three-term peer Kim Hack-yong by 33 votes in a poll underscoring the still-prevalent factional division based on the ties with ousted President Park Geun-hye. Other contestants bowed out of the race, complaining of polarized factional divisions. Na — who was fielded by the faction disgraced by Park’s downfall — has a lot on her shoulders. She must be able to revive the conservative voice to balance the leftist agenda of the liberal government, while simultaneously patching up the party’s fissures that widened during the race.

The LKP still has a lofty place in the legislature, holding 112 seats in the 300-member National Assembly. But the party has long been forgotten by the public as its role has hardly been noticeable over the last 18 months. Its approval rating rose slightly to 10 percent, but can hardly be a match for President Moon Jae-in’s rating, which is now slightly below 50 percent. Despite the waning popularity of the president and the ruling Democratic Party, few regard the LKP as a viable alternative. The LKP has maintained its opposition to government agendas, yet has failed to present better options. When its interests in salaries, constituencies and electorate were at risk, the party struck deals with the ruling party.

Na has responsibility to carry out a full makeover of the dinosaur party which is still spoiled and self-serving despite its shameful loss of governing power due to presidential impeachment. She must endeavor to restore the dignity of a conservative and mainstream party with competitive and productive policy agenda. Opposition for opposition’s sake cannot be a solution: it must stay critical and assertive, yet cooperate with the ruling party and government when necessary to regain public support.

A five-term president’s popularity is bound to taper off. But merely waiting for its time won’t save the LKP. In its current poor state, it will be unable to win the next election regardless of the ruling party’s increasing public disapproval rating. Na must do all she can with the determination that this may be the party’s last chance.

어깨 무거운 제1야당 원내대표, 국민에 희망을 제시하라
어제 치러진 자유한국당 원내대표 경선에서 4선 나경원 의원이 선출됐다. 친박계의 지원을 받은 나 원내대표는 바른정당 출신 복당파로 비박계의 지원을 받은 3선 김학용 의원을 33표 차이로 누르고 당선됐다. 이번 경선은 김영우·유기준 의원등 다른 주자들이 "계파의 벽을 실감했다"며 중도 사퇴할 만큼 친·비박계가 당내 주도권을 놓고 혈투를 벌이는 양상으로 치러졌다. 그런 만큼 나 신임 원내대표의 어깨는 두배로 무겁다. 어려운 민생경제 상황에서 희망의 어젠다를 제시할 책무에다 경선과정에서 노골화된 계파갈등을 종식시켜 당을 하나로 만들어야할 내부 과제까지 떠안았기 때문이다.
한국당은 의석 112석의 거대 제1야당이다, 그러나 덩치에 걸맞은 역할을 하고있다고 여기는 국민은 찾기 힘들다. 10%대에 고착돼온 지지율이 최근 올랐다고는 하지만 문재인 대통령의 지지율 하락세에 비하면 보잘 것 없는 수준이다. 국민들이 집권세력에 등을 돌리면서도 한국당에는 마음을 주지 않고 있기 때문이다. 이유는 분명하다. 지난 1년반 내내 정부 하는 일에 반대만 외쳤을 뿐 대안은 전혀 제시하지 못했다. 세비 인상·소선거구제 유지 등 자신들 밥그릇이 걸린 문제는 집권당과 '야합'해 기득권을 사수하는 구태도 여전하다.
나 신임 원내대표는 탄핵으로 정권을 내주고 '폐족'으로 전락했으면서도 여전히 나태하고 탐욕스런 '웰빙정당'에 머무르고 있는 한국당을 환골탈태시켜야할 책임을 안고있다. 무엇보다 한국당이 국회에서 선명한 정책 대안과 생산성을 겸비한 수권정당으로 위상을 회복하는 데 힘써야한다. 막무가내식 반대는 해답이 아니다. 정권의 실정을 따끔하게 비판하되 협력할 것은 협력하면서 더 나은 해법을 제시해야 민심을 되찾을 수 있다.
5년 단임 대통령의 지지율은 시간이 지날수록 떨어지는 게 '자연 법칙'이다. 그러나 그것만 믿고 할 일을 제쳐둔 채 반사이익만 노리는 야당에겐 반사이익이 가지 않는다. 지금 하는 식이라면 정권 재창출은커녕 내후년 총선도 참패할 게 뻔하다. 나 원내대표는 비장한 각오로 당을 이끌어 지리멸렬한 보수정당의 면모를 일신해주기 바란다.
