Mistake after mistake (KOR)

The cabinet minister nominees facing confirmation hearings are in for a tough ride as reports already raise questions about their eligibility.
Kim Yeon-chul, tapped to head the Unification Ministry, is the most controversial. He has called sanctions “suicidal” for the South and leaders of the ruling party “a piece of gum chewed and spat out by former President Park Geun-hye.” Even some in the ruling party are shaking their head to his radical character.

Choi Jeong-ho, nominee for land and transportation minister, handed over a 1.4 billion won ($1.2 million) apartment he owned for more than 20 years to his daughter just before he was nominated, suggesting the move could have been an attempt to avoid criticism about a minister in charge of real estate measures owning more than one home. He has also been raising rent on his property in Jamsil, southern Seoul, beyond the legal cap of 5 percent per year.

The husband of Park Young-sun, nominee for SMEs and startups minister, hurriedly paid off deferred taxes of over 20 million won just before her nomination was announced.

The secretariat for civilian affairs under Cho Kuk again has not done its homework as presidential appointments never cease to cause controversy. The follies could have easily been spotted. Either the office is slacking extremely or does not want to upset the president. Neither excuse is acceptable.

Cho’s office has been under fire throughout the last two years. Since the president was inaugurated in May 2017, eight vice ministerial level candidates have been withdrawn. Over 10 ministerial level nominees were endorsed without legislative approval.

A special inspection team under Cho was accused of spying on civilians and seizing mobile phones of public officials. Officials from the Blue House have been implicated in sexual harassment scandals, drinking and driving and leaking confidential military documents. Under other presidents, he would have been sacked a long time ago.

Cho is protected by the president and has never had to apologize for his mistakes. He goes on making controversial comments on his social media page and attacks the opposition by appearing on a pro-ruling party YouTube channel.

He may have been a popular, progressive scholar, but in public office, he has displayed incompetence and irresponsibility. He must seriously consider leaving the office if he does not want to further burden the Blue House.

지금까지 이런 민정수석은 없었다
현 정부 들어 최대 폭인 3·8 개각에서도 장관 후보들의 자질 의혹이 어김없이 불거지고 있다. 김연철 통일부 장관 후보자는 대북 제재를 '자해'라 부르는 등 북한 편향 발언에다 '좀비''씹다 버린 껌' 등 원색적 막말로 여야 정치권을 싸잡아 비난한 전력이 연일 드러나고 있다. 여당 내에서조차 "장관직을 맡기엔 너무 급진적이고 가벼운 인물"이란 우려가 나온다. 최정호 국토교통부 장관 후보자는 20년 넘게 보유한 시가 14억 원짜리 아파트를 후보 지명 직전 딸에게 증여하고 자신은 그 집에 월세로 들어가 다주택자 논란을 피하려 한 사실이 드러났다. 또 잠실 아파트 전세 임대료를 법적 상한선(연간 5%) 이상으로 올려받은 부적절한 처신 등이 확인됐다. 박영선 중소벤처기업부장관 후보자도 배우자가 개각 발표를 전후해 2000만원 넘는 세금을 황급히 낸 사실이 논란을 부르고 있다.
개각 때마다 이런 논란이 끊이지 않는 건 조국 수석이 이끄는 청와대 민정수석실의 검증 시스템이 제대로 작동하지 않은 탓으로 볼 수밖에 없다. 후보들의 부동산 현황이나 소셜미디어를 조금만 훑어봤으면 잡아낼 수 있는 흠결들을 놓쳤기 때문이다. 민정수석실이 극도로 무능하거나, 아니면 그들을 낙점한 대통령의 역린(逆鱗)을 건드리지 않으려 검증을 하는 둥 마는 둥 하고 넘어간 결과일 것이다. 어느 쪽이든 매우 심각한 문제다.
조 수석이 재직한 지난 1년 10개월간 민정수석실의 검증 미비로 인한 인사 실패는 참담한 수준이다. 차관급 이상 공직 후보 중 낙마한 인사만 8명이고 인사청문회 보고서 없이 임명 강행된 인사도 10명이 넘어 전임 정부 기록을 이미 뛰어넘는다. 공직기강 관리는 또 어땠는가. 조 수석이 지휘했던 특별감찰반은 전 정권에서 임명된 공공기관 임원들을 제거하기 위해 민간 사찰을 하고, 공무원 휴대폰을 빼앗아 마구잡이 감찰을 벌인 의혹에 휩싸여 있다. 청와대 경호원들의 성희롱 추문, 김종천 의전비서관의 음주운전, 대통령이 결재한 군 인사 문서 외부 유출 등 기강 해이도 잇따랐다. 다른 정부 같았으면 조 수석은 벌써 경질됐을 것이다. 이명박·박근혜 정부 초대 민정수석들은 인사 검증이 부실했다는 이유 하나로도 4~5개월 만에 물러났다.
그럼에도 조 수석은 지금껏 국민에게 사과 한 번 제대로 한 적이 없다. 도리어 페이스북을 통해 고위공직자비리수사처(공수처) 설치를 주장하고, 여권 성향 유튜브 채널에 깜짝출연해 야당을 공격하는 등 '자기 정치'에 몰두하는 모습을 보였다. 지금까지 국민은 이런 민정수석을 본 적이 없다. 그는 학자 시절 '진보의 아이콘'으로 여겨져 온 인물이지만 실제 공직인 민정수석을 맡겨 보니 숱한 인사 실패에다 직권 남용 논란을 자초하면서 '무능과 무책임의 상징'으로 각인돼가는 분위기다. 청와대의 독주와 불통 논란을 불식시키고 싶다면 자신의 거취를 이제는 스스로도 깊이 고뇌해야 할 때가 왔다.
