Open Moon’s eyes and ears (KOR)

In a Gallup Korea poll released over the weekend, President Moon Jae-in’s approval rating sank to 43 percent and the ruling Democratic Party’s (DP) to 35 percent, both their lowest since Moon was elected president in May 2017. Negative views of the president rose to 46 percent, up 2 percent and outpacing positive views. The main opposition Liberty Korea Party (LKP) gained one percentage point to 22 percent — the highest since President Park Geun-hye was impeached in late 2016 over charges of abuse of power and taking bribes. There is still a considerable gap between the ruling and opposition parties, but the twin downward spirals in approval ratings for the president and ruling party cannot be ignored.

The ruling power needs to self-reflect ahead of May 10, which marks Moon’s second year in office. At the heart of the problem is the bulldozing and unilateral ways of the Blue House. The outsized Blue House has overshadowed the administration and legislature.

The ruling party must ask itself if it has done its job of supporting the president properly. It failed to provide straight-talk to the Blue House about public sentiment, merely defending the Blue House even as candidates nominated by the Blue House drew suspicion and criticism for their eligibility. It has all but given up on its duties as a responsible ruling party.

The DP finally said that it relayed public concerns to the Blue House after presidential spokesman Kim Eui-kyeom’s suspicious real estate deal drew public uproar. Kim resigned, one nominee was pushed out and another withdrew himself. But the ruling party’s role is not done. The DP must act more eagerly as the channel of public opinions. It must do away with its amateurish ways of blaming the conservative governments of the past for current troubles and going all-out to attack the opposition floor leader for demeaning the president in her address to the nation at a National Assembly session.

The Blue House is under fire for being out of touch with the views of the public. The ruling party must do its part to open the president’s eyes and ears.

민주당, 고장난 민정 대신 청와대에 현장 민심 전달해 줘야
지난 주말 발표된 한국갤럽의 여론조사 결과 문재인 대통령(43%)과 더불어민주당(35%) 지지율이 동반 하락해 집권(2017년 5월) 이후 최저 수준을 보였다. 특히 문 대통령에 대한 부정 평가는 2%포인트 상승한 46%였다. 반면 자유한국당 지지율은 1%포인트 상승한 22%를 기록했다. 박근혜 전 대통령 탄핵 이후 최고치다.
수치상으로만 보면 아직 여야 간 격차가 꽤 나지만, 대통령과 집권당에 대한 지지율이 벌써 몇 달째 하강 곡선을 그리고 있는 건 가볍게 넘길 일이 아니다. 대통령 취임 2주년(5월10일)을 앞두고 있는 여권으로선 뼈아프게 받아들여야 할 부분이다. 근본적인 문제는 '만기청람(萬機靑覽)'이란 말이 나올 정도의 청와대 독주로 돌아가는 국정운영 방식이다. 청와대의 장악력이 워낙 세다보니 내각도, 국회도 보이지 않는다. 그럴수록 국정에 대한 무한 책임을 지고 있는 집권여당은 제 역할을 다했는지 자문해봐야 한다.
최근 민심이 급격히 나빠진 데는 1차적으로 청와대의 책임이 크지만 민주당이 청와대의 '거수기'에서 벗어나 시중의 여론을 제대로 전달하지 않는 등 제 역할을 못한 탓도 크다. 장관 후보자에 대한 인사청문회만 해도 그렇다.청와대가 국민 정서와 눈높이에 맞지 않는 흠결 투성이의 장관 후보자를 내놓고 전원 임명을 강행할 태세를 보이는데도 민주당은 제동은커녕 "검증 과정에서 다 나왔던 것" "다이아몬드 같은 후보자"라며 청와대 방어에만 급급한 모습을 보였다.집권당의 책무를 팽개친 이해할 수 없는 광경이다.
지난 주말 김의겸 전 청와대 대변인의 부동산 투기 의혹이 더해져 여론이 걷잡을수 없이 악화되자 민주당은 그제서야 "여러 경로를 통해 청와대에 우려를 전달했다"(홍익표 수석 대변인)고 한다.이 때문인지 김대변인의 사퇴에 이어 어제 2명의 장관 후보자(조동호 과기·최정호 국토)가 임명 철회 또는 자진 사퇴했다.하지만 여기서 그쳐선 안된다.국민의 고충과 현장 민심을 보다 적극적으로 전달하는 창구 역할을 민주당이 자처해야 한다.
20대의 지지율 하락과 포항 지진의 원인을 보수 정부의 교육 탓으로 돌리고 '김정은 수석 대변인'이란 야당 원내대표의 연설을 트집잡아 '국가원수 모독' 운운하며 단죄하겠다고 나서는 '집권당답지 못한 모습'과 결별해야 한다.가뜩이나 청와대 민정의 민심 전달 기능이 전무한 지금 '민심의 바다'에 귀 기울일 역할은 정당, 특히 집권당임을 잊지 않기 바란다.
