Wrap up the plan and apologize (KOR)

The out-of-the-blue idea of lowering elementary school starting age has caused an uproar. The Ministry of Education has come under fire from the education and civilian communities as well as the legislature after minister Park Soon-ae last week proposed the plan of lowering legal school acceptance age to five from current six during a briefing to President Yoon Suk-yeol last week.

Park has briefed the president without thorough study and preparation. The ministry had said it planned to hold a public survey this year to test out the system from 2024 to introduce the new age from 2025.

Parents rushed to the education ministry to protest en masse. The idea has also been new to education superintendents responsible for elementary and secondary schooling across the country. Minister Park upset parents more by saying that the age system can pan out over 12 years by moving up one month each year.

Prime Minister Han Duck-soo advised Park to listen to diverse voices from the education field so as not to cause public anxiety.

The presidential office also intervened. Ahn Sang-hoon, senior presidential secretary for social affairs, asked the education ministry to seek public opinion first and discuss the issue with the National Assembly because any reform process requires a debating process. Apparently liking the new idea at the briefing, President Yoon had ordered speedy expedition, according to the presidential office.

The legislature responded angrily to the process as the move requires an amendment in the Elementary and Secondary Education Act. The head of the Education Committee of National Assembly attacked the education minister for going public with the bold plan without any prior consultation with the legislature. Even some members of the governing People Power Party (PPP) raised questions on the ability of the education minister who has no background in education fields.

The ministry has scurried to meet with parents and discuss the issue with a number of superintendents in cities and provinces. But the harm has already been done. In a recent online poll, a majority — or 97.5 percent of parents, teachers and others — disapproved of the idea of advancing school starting age.

Instead of making matters worse, the education ministry must call off the idea. Minister Park said she could do away with the idea if the public strongly objects. But she must first apologize for causing unnecessary concern for parents and educators. The government must thoroughly look into the lead-up to the surprising briefing so that such fiascos do not happen again in policymaking.

‘만 5세 입학’ 철회하고, 박순애 사과해야

반대가 97% … 졸속정책이 빚은 참사

느닷없이 발표한 초등학교 입학나이 하향정책이 극도의 혼란을 빚고 있다. 박순애 사회부총리 겸 교육부 장관이 지난달 29일 윤석열 대통령에게 현행 6세인 입학 나이를 5세로 낮추겠다고 보고한 이후 학부모는 물론 교육계와 국회에서 비난이 잇따른다.

이번 사태는 박 부총리가 충분한 사전준비 없이 대통령에게 업무보고를 하는 바람에 벌어진 혼선으로 드러나고 있다. 교육부가 올해 대국민 설문조사를 하고, 2024년 시범실시를 거쳐 2025년부터 만 5세 입학을 시행한다는 로드맵을 공개한 이후 벌어진 혼돈은 목불인견이다.

놀란 학부모 단체와 맘카페에선 교육부를 성토하며 길거리로 나왔다. 초ㆍ중등 교육을 책임지는 시ㆍ도 교육감조차 내용을 몰랐다고 한다. 수습에 나선 박 부총리는 지난 1일 ”취학 연령을 매년 1개 월씩 앞당겨 12년간 추진할 수도 있다“고 말해 불난 학부모 마음에 기름을 끼얹었다.

한덕수 국무총리가 박 부총리에게 ”국민이 불안해하지 않도록 교육 수요자의 다양한 의견을 경청하라“며 진화를 시도했으나 역부족이었다. 결국 대통령실까지 나섰다. 안상훈 사회수석은 그제 ”윤 대통령이 ‘필요한 개혁이라도 관계자간 이해관계 상충으로 공론화와 숙의가 필요하니 교육부가 공론화를 추진하고 국회에서 초당적 논의가 가능하도록 촉진자 역할을 해달라’고 지시했다“고 밝혔다. 앞서 업무보고 직후 대통령실이 공개한 ”취학 연령을 1년 앞당기는 방안을 신속히 강구하라“는 윤 대통령 발언과 뉘앙스가 달라졌다. 교육부의 섣부른 일 처리가 휴가 중인 대통령까지 곤궁하게 만든 셈이다.

입학연령을 하향할 경우 초ㆍ중등교육법을 개정해야 하는 국회도 화가 단단히 났다. ”국회와 어떤 논의도 없이 업무보고가 이뤄졌다. 업무보고 전에 교육위원장과 논의하는 관행마저도 무시됐다“(유기홍 교육위원장)는 반발이 나오는 건 당연하다. 오죽하면 국민의힘 소속인 조경태 의원마저 박 부총리에 대해 ”자질이나 능력이 상당히 의문스럽다“고 말할까.

교육부는 허겁지겁 학부모를 만나고 시ㆍ도 교육감 의견을 듣는 등 안간힘을 쓴다. 그러나 불신은 이미 걷잡을 수 없이 번졌다. 학부모와 교사 등 시민의 97.5%가 만 5세 입학에 반대한다는 온라인 설문조사 결과(강득구 더불어민주당 의원실)가 방증이다.

엎질러진 물을 주워 담겠다며 상황을 악화하지 말고, 졸속으로 추진한 만 5세 입학을 철회해야 한다. 박 부총리 스스로 그제 ”국민이 정말 원하지 않는다면 정책은 폐기될 수 있다“고 말하지 않았나. 학부모와 교육계에 불안을 조성한 점에 대해선 사과해야 한다. 이와 별도로 사태가 이 지경에 이르게 된 경위를 철저히 조사해 공개할 필요가 있다. 그게 안이한 정책의 재발을 막는 길이다.
