Beware of politics led by extremists (KOR)

The U.S. House of Representatives has ousted Kevin McCarthy as House speaker, the third highest person in the United States. The expulsion of the leader of the House on Tuesday is the first in the 234-year history of the U.S. Congress. Due to his sudden departure after 269 days of service, the House will likely be in a vegetative state for a while. Debates on next year’s budget will also be difficult for the time being.

The motion to oust McCarthy was proposed by Rep. Matt Gaetz, a member of the Freedom Caucus, a group of hardliners in the Republican Party. Gaetz submitted the motion to hold McCarthy accountable for his decision to lead the passage of next year’s budget to prevent a possible shutdown of the Federal government. The hawkish Republicans attacked McCarthy for considerably accepting the position of Democrats while ignoring the position of hardline Republicans who demanded a budget cut. The voting is called a “revolt by extreme rightists” in the conservative party.

In a shocking development, the House of Representatives has skipped dialogue and negotiations — the core values of democracy — in the land of representative democracy. Another mystery is why all Democrats voted to oust him even though he helped prevent a shutdown of the federal government. In that sense, McCarthy was betrayed by the Democrats in the House.

The episode is reminiscent of the bare passage of the motion to endorse the prosecution’s request for an arrest warrant for Democratic Party (DP) leader Lee Jae-myung, thanks to his opponents in the majority party. In the case of the U.S. House, 216 lawmakers — specifically, 208 Democrats and eight hardline Republicans — voted to oust McCarthy, while 210 voted against.

The situation could be different between the Congress and the Korean parliament. And yet, lawmakers in both countries used an extreme card just because they don’t like their boss.

Korea must thoroughly prepare for possible delays in deliberations on bills related to our mainstay exports, including chips and electric vehicles, due to the political vacuum from McCarty’s oust. Concerns arose over the possibility of the National Defense Authorization Act (NDAA) — directly related to the U.S. Forces Korea, the transfer of the wartime operational control (Opcon) and the missile defense system — being repealed by a few hardliners in the House.

Our lawmakers must carefully manage the Korea-U.S. alliance instead of battling with their rivals before the parliamentary elections next April.

극단적 소수에 정지된 미국 의회, 남의 일 아니다

미 하원, 234년만의 의장 해임결의안 가결
국방수권법 등 한국에 미칠 악영향 대비를

미국 하원이 3일(현지시간) 전체회의를 열어 국가 권력 서열 3위인 캐빈 매카시 하원의장을 해임했다. 미국 하원의장이 해임된 건 234년 미국 의회 역사상 처음이다. 매카시 의장이 269일 만에 임기 중 물러나면서 내년 미국 예산안 협의는 물론 미 하원은 당분간 식물 상태를 벗어나기 어렵게 됐다.

이날 표결은 공화당의 강경 보수 계파 ‘프리덤 코커스(Freedom Caucus)' 소속의 맷 게이츠 의원이 발의한 의장 해임결의안에 따라 이뤄졌다. 매카시 의장이 지난 1일부터 시작하는 2024년 예산안 처리 지연에 따른 연방정부의 셧다운(shotdown·정부 폐쇄)을 막기 위해 지난달 30일 예산안 통과를 주도했다는 이유였다. 매카시 의장이 민주당의 의견을 대폭 수용하면서도, 작은 정부를 표방하며 예산안 감축을 요구한 공화당 강경파들의 의견을 무시했다는 게 게이츠 의원 등 공화당 소수 강경파 의원들의 주장이다. 매카시 의장과 같은 당인 공화당 의원이 해임결의안을 제출하고, 극단적인 우파 성향의 공화당 의원들이 동참하면서 이뤄진 사상 초유의 하원의장 해임은 그래서 '강경파의 반란'으로 불린다.

무엇보다 의회민주주의의 표본인 미국에서 극단과 대결의 정치가 손을 잡고 민주주의의 기본인 대화와 협상을 저격했다는 사실이 충격적이다. 연방정부의 마비를 막으려던 매카시 의장에게 여당인 민주당 의원 전원이 해임 찬성에 표를 던졌다는 점도 의외다. 매카시 의장 입장에선 믿는 도끼에 발등이 찍힌 격이다.

이번 사태는 지난달 21일 야당인 더불어민주당 일부 의원의 이탈로 가결된 이재명 민주당 대표의 체포동의안 표결을 연상시킨다. 하원의장 해임에 찬성한 숫자가 216명으로 반대(210표)를 근소하게 앞섰는데, 민주당 의원 전원(208명)이 찬성표를 던졌고, 공화당의 강경 우파 의원 8명이 가세했기 때문이다. 상황은 다르지만 자신의 요구를 들어주지 않았다고 의장 해임이라는 극단적 카드를 선택한 것 역시, 목소리가 큰 소수의 인원에 당론이 좌우되거나 대화 거부·단식에 나서는 한국 정치와도 크게 다르지 않다. 손가락질할 남의 일이 결코 아니라 타산지석 성찰의 대상인 셈이다.

무엇보다 미 하원의장의 공백으로 인해 반도체와 전기차 등 한국의 주력 수출품과 관련한 법안 심사 지연에 따른 손익을 꼼꼼하게 따져 대비해야 한다. 러시아와 전쟁 중인 우크라이나 지원을 비롯해 주한미군, 전시작전권, 한반도 미사일 방어 등 한국의 안보 문제를 담은 미국 국방수권법(NADD)이 캐스팅 보트를 쥔 소수의 의원들에 의해 폐기될 우려도 나오고 있다. 오는 10일 강서구청장 선거나 내년 총선을 앞두고 집안 싸움만 벌일 게 아니라 의회 외교를 통한 한·미 동맹 관리가 시급해진 때다.
