Talks Between Striking Actors and Studios Are Suspended

Negotiations between the major entertainment studios and the union representing tens of thousands of actors have collapsed, with both sides saying they remained far apart on the most significant issues.

The Alliance of Motion Picture and Television Producers, which bargains on behalf of the studios, said it was suspending talks because they were “no longer moving us in a productive direction” after a session Wednesday. The Screen Actors Guild-American Federation of Television and Radio Artists, the actors union, which has been on strike since July, accused studio executives of “bully tactics,” and said in a statement early Thursday that the studios had recently presented an offer “that was, shockingly, worth less than they proposed before the strike began.”

The collapse of the negotiations is a significant setback for the entertainment industry, which has essentially been at a standstill for months because of dual strikes by actors and screenwriters. On Monday, more than 8,000 screenwriters ratified a new threeyear contract with the studio alliance, formally ending their monthslong labor dispute. There was optimism that a deal with the actors would follow and that Hollywood could soon fully roar back to life.

But with actors continuing to strike, most television and movie production remains suspended. The financial fallout has been significant. The California economy has lost an estimated $5 billion. Tens of thousands of behind-the-scenes workers have been out of work for months. Share prices for many major media companies have dropped, and now there is a further threat to next year’s box office results.

Since the Writers Guild of America ended its strike late last month, there had been increased confidence that TV and film production could soon be fully up and running. Television writers’ rooms had started up again, and preproduction schedules for new films had been confirmed. All that remained was for the studios and the actors to reach a deal.

Now it’s not clear when talks will resume.

“I really think the parties need to stay in negotiations until they get the deal done,” said Ivy Kagan Bierman, chair of the entertainment labor practice at Loeb & Loeb, a prominent Los Angeles law firm. “These repeated suspensions and delays are having a devastating effect not only on the guild and union members but on others both in the industry and outside the industry.”

미국의 주요 엔터테인먼트 스튜디오(제작사)와 수만명의 배우들을 대변하는 노조 간의 협상이 결렬됐다. 양 측은 주요 이슈 대부분에 대해양 측의 입장 차이가 너무 컸다고 밝혔다.

제작사들을 대표해 배우들과 협상을 벌이고 있는 미국 영화ㆍ텔레비전 제작사 연합(AMPTP)은 지난 11일(이하 현지 시간) 한차례 대화 이후 협상 결렬을 선언했다. “협상이 더 이상 생산적인 방향으로 진전하고 있지 않고 있기 때문”이란 이유를 들어서다.

지난 7월부터 파업 중인 미국 영화ㆍ텔레비전ㆍ라디오 배우협회(SAG-AFTRA)는 협상 결렬 이튿날인 지난 12일, 스튜디오 경영자들이 협상에서 “압박 전술”을 쓰고 있다고 비난했다. 제작사 협상 대표들이 제시한 조건이 “파업 전의 근무 조건보다 쇼킹할 정도로 못한 정도”라는 내용의 성명을 발표하면서다.

협상 결렬은 엔터테인먼트 산업 전체에 큰 타격이다. 미국 할리우드의 시나리오 작가들과 배우들은 동시에 수개월간 파업을 지속해왔다. 8000명이 넘는 시나리오 작가들은 지난 9일 제작사 연합과 3년 효력의 새 계약에 서명하면서 수개월간 끌어온 파업을 완전히 접었다. 이에 따라 배우들과의 협상도 조만간 타결돼 할리우드가 일상으로 복귀할 거라는 기대가 높았지만, 이번 협상 결렬로 무위로 돌아갔다.

배우들의 파업이 계속되면서 시나리오 작가들이 현업으로 복귀하더라도 대부분의 텔레비전과 영화 제작은 여전히 멈출 수 밖에 없을 것으로 보인다. 이에 따른 타격은 엄청나다. 할리우드가 있는 미국 캘리포니아주의 경제는 지금까지 파업으로 인해 약 10억 달러(1조3500억원)의 손실을 입은 것으로 추정된다. 영화ㆍ텔레비전 제작에 관련된 일을 하는 스태프 수만명은 수개월간 무직 상태다. 주요 미디어 기업 주가는 하락했고, 개봉작 제작 차질에 따라 내년 박스 오피스 매출도 타격이 예상된다.

지난달 미국 시나리오 작가 연합이 협상 타결에 따라 파업을 철회하면서 TV와 영화 제작 일정이 정상적으로 재개될 거라는 예측이 있었다. TV 작가 집무실도 다시 문을 열었고, 영화 등의 사전제작 스케줄도 속속 잡히는 와중이었다. 제작사와 배우간 협상이 완료되기 만을 전 산업계가 기다렸지만, 이젠 언제 다시 양자간 협상이 재개될지도 예측하기 어렵게 됐다.

LA 유명 로펌 로에브&로에브의 아이비 키건 비어맨 회장은 “협상이 타결될 때까지 양측이 대화를 계속해야 한다”고 말했다. 그는 “제작사와 배우 양쪽 뿐 아니라 엔터테인먼트 산업에 종사하는 이들과, 엔터테인먼트 산업의 영향을 받는 모든 이가 협상 결렬과 지연으로 고통받고 있다”고 덧붙였다.
