President Yoon Suk Yeol said Monday that a large amount of oil and gas is likely buried in waters off Korea’s east coast near Yeongil Bay in Pohang, North Gyeongsang, and announced further exploration of the area.

윤석열 대통령은 월요일(6월3일) 경북 포항 영일만 앞바다에 막대한 양의 석유와 가스가 매장돼 있을 가능성이 높다고 말하고 추후 탐사 시추 계획을 발표했다.

“There is a very high possibility that there are as much as 14 billion barrels of oil and gas reserves,” Yoon said in a press briefing at the Yongsan presidential office, referring to studies that have been “verified by leading research institutions and experts.”

윤 대통령은 “140억 배럴에 달하는 석유와 가스가 매장돼 있을 가능성이 매우 높다”며 “(이 가능성에 대한)연구는 유수의 연구 기관과 전문가의 검증을 거쳤다”고 말했다.

Yoon said that since February 2023, his administration believed there was a great likelihood that “more oil and gas fields exist around the East Sea gas field” and has consulted with a “world-class company specializing in deep-sea technology.”

윤 대통령은 정부가 지난해 2월부터 “동해 가스전 주변에 더 많은 석유·가스전이 존재할 가능성이 높다”고 판단해 “세계 최고 수준의 심해 기술 평가 전문 기업의 자문을 받았다”고 했다.

He said that this is more than 300 times the size of the East Sea gas field found in the late 1990s, and it is believed that the country can use natural gas for up to 29 years and oil reserves for four years.

윤 대통령은 “이는 90년대 후반 발견된 동해 가스전의 300배가 넘는 규모이고, 우리나라 전체가 천연가스는 최대 29년, 석유는 4년을 쓸 수 있는 양이라고 믿는다”고 전했다.

Yoon said oil and gas field development is carried out in three stages: physical exploration, exploratory drilling and commercial development. He said that the government is currently in the drilling phase to confirm whether the oil and gas reserve exists and how large it actually is.

윤 대통령은 석유·가스전 개발은 물리적 탐사, 탐사 시추, 상업 개발 등 세 단계로 진행된다고 밝혔다. 정부는 지금부터 실제 석유와 가스가 존재하는지, 매장규모는 얼마나 되는지 확인하는 탐사 시추 단계로 넘어갈 차례라고 전했다.

Korea has attempted to explore underwater oil and gas fields since the 1960s and discovered a 45-million-barrel gas field in the East Sea in the late 1990s. Commercial development of that reserve was completed in 2021.

한국은 1960년대부터 해저 석유·가스전 탐사를 꾸준히 시도해 90년대 후반 4500만 배럴 규모의 동해 가스전을 발견했다. 이곳은 2021년 상업 생산을 종료했다.

Minister of Trade, Industry and Energy Ahn Dukgeun later said that further exploration can begin as early as December and preparations for commercial drilling, if actual deposits are confirmed, could start as early as 2027. The preliminary results are expected to be announced in the first half of next year, he added. According to such a scenario, he said commercial development “could begin around 2035, though it is too early to confirm the specific timeline.”

안덕근 산업통상자원부 장관은 이르면 오는 12월부터 실질적인 탐사가 시작될 수 있을 거라며, 만약 매장이 확인되면 이후 구체적인 일정은 2027 년쯤 시작할 수 있다고 설명했다. 또 내년 상반기 중 결과가 나와 발표할 예정이라고 덧붙였다. 그는 “2035년께 상업적 개발을 시작할 수 있을 것”이라면서도 “일정을 확정해 말하기엔 너무 이르다”고 말했다.

He said that the maximum potential deposits of 14 billion barrels are equivalent to five times the market value of Samsung Electronics, which had a market cap of some 440 trillion won ($319 billion) as of last weekend.

그는 140억 배럴이라는 잠재적 매장량의 가치는 삼성전자 시가총액의 5배 수준이라고도 했다. 지난 주말 기준 삼성전자 시총은 440조원(3190억 달러)에 달한다.

Lee Hae-sik, a spokesman for the liberal Democratic Party (DP), in turn criticized Yoon's announcement, calling it “a hasty judgment to announce reserve estimates before confirming oil and gas deposits or business value.”

이해식 더불어민주당 수석대변인은 “석유·가스 매장량이나 사업성을 확인하기도 전 대통령이 매장 추정치를 발표하는 것은 성급한 판단”이라고 비판했다.
