Hong learns a lesson (KOR)

Top government officials’ strange denial of reality continues. Even amid a critical dearth of apartments for jeonse (long-term deposit rentals) in Seoul as a result of the government’s attempts to crack down on real estate profiteering, Hong Nam-ki, deputy prime minister for economic affairs, reportedly claimed that apartments for jeonse increased. The remarks he made in an undisclosed high-level meeting on Sunday among members of the ruling Democratic Party (DP), government and Blue House show how detached the Moon Jae-in administration is from realty. In an earlier meeting with related ministers, Hong allegedly insisted that the Moon administration’s real estate policy has started to take effect.

We are deeply concerned about such lopsided perceptions about what’s really going in the market. To correct any fallout from their foolish policies, government officials must obtain a grasp on reality. If they choose to reinforce unnecessary regulations on the market, that will certainly deepen housing angst among ordinary citizens.

Contrary to the deputy prime minister’s beliefs, trade volume of apartments in Seoul dwindled by a whopping 57 percent in September compared to the previous month, while jeonse prices have surged for 68 consecutive weeks. The same phenomenon took place elsewhere too. A recent survey of 1,798 apartment complexes across the country — each with over 1,000 units — showed that in 72 percent of them, less than five units were offered for jeonse and 390 complexes did not offer any apartments for jeonse.

The intensifying jeonse crisis has become so severe that when an offering comes up, more than 10 applicants compete to rent it. All that has built up is the result of the Moon administration and the DP’s stifling regulations on real estate deals through three controversial bills to protect the rights of tenants.

Deputy Prime Minister Hong himself is a victim of the real estate regulations. As it turned out, he could not sell his own apartment in Gyeonggi after his tenant exercised the right to demand an obligatory extension of the lease. And that’s not all. Hong has yet to find an apartment for jeonse in Seoul even though his contract with his landlord expires in January after the owner decided to live there to avoid big taxes. Hong himself faces a real estate conundrum. Welcome to the club, Mr. Deputy Prime Minister.

If even a high government official experiences such hardship renting a home, how difficult can it be for ordinary citizens? Perhaps Hong might have more of a heart to listen to their complaints from now on.

'전세 난민' 홍 부총리의 "전세 늘었다"는 궤변

직접 당하고도 여전히 모르는 것인가, 아니면 정책 실패를 인정하지 않겠다는 현실 부정인가. 전세난 심화로 전세 난민이 속출하는 가운데 본인 역시 전세 난민 신세가 된 홍남기 경제부총리가 그제 비공개로 열린 고위 당·정·청 협의회에서 "전세 거래 물량이 늘었다"는 현실과 동떨어진 보고를 했다고 한다. 앞서 14일 열린 부동산시장 점검 관계장관회의에서도 "기존 임차인의 주거 안정 효과가 나타나기 시작했다"고 시장과 반대되는 평가를 했다. 부동산 정책을 총괄하는 경제 수장의 외눈박이 상황 인식이 몹시 우려스럽다. 이제라도 부작용을 바로잡으려면 제대로 된 현실 인식이 우선일 텐데, 청와대 입맛에 맞는 말만 골라 하는 이런 식이라면 잘못된 정책 방향을 바로잡는 대신 엉뚱한 규제만 강화해 주거 불안을 더욱 가중할 수 있어서다.

홍 부총리 발언과 달리 지난달 서울 아파트 거래는 임대차보호법 시행(7월) 전보다 57%나 줄었고, 전셋값은 68주 연속 상승세를 이어가고 있다. 서울뿐만이 아니다. 1000가구 이상 전국 아파트 1798개 단지를 전수조사했더니 열 중 세 단지(72%)는 전세 매물이 5건 이하였고, 아예 매물이 없는 곳도 390곳에 달했다. 현실에서 체감하는 전세난은 더욱 심각하다. 집값보다 전셋값이 더 올라 집 팔아도 전세금을 못 내주는 ‘깡통 전세’가 등장했고, 드물게 나온 전셋집 하나 보겠다고 10여 명이 줄을 선 끝에 제비뽑기로 전세 계약자를 정하는 믿기 어려운 장면도 나왔다. 이 모두가 부동산 전문가들의 우려에도 불구하고 정부와 더불어민주당이 막무가내로 밀어붙인 졸속 임대차보호법(계약갱신청구권·전월세 상한제) 시행 이후 벌어진 일이다.

구구절절 숫자나 사례를 읊을 필요도 없이 홍 부총리 본인이 잘못된 부동산 정책의 피해자 아닌가. 그가 팔려고 매매계약을 마친 의왕 아파트는 세입자의 계약갱신청구권 행사로 못 팔게 됐고, 지금 사는 전셋집은 계약이 만료되는 내년 1월 집주인의 실거주로 비워줘야 하기에 자기 집을 갖고도 정작 살 곳은 못 구하는 처지가 됐다. 전세 매물 자체가 없기도 하지만 전셋값은 정부의 전월세 상한제를 비웃기라도 하듯 이 아파트에 들어올 때보다 3억원 가까이 올라 인근 지역에서 다른 전세를 구하기 여의치 않은 탓이다. 임대차보호법 시행 때 우려했던 모든 부작용을 홍 부총리가 몸소 보여주고 있다. 오죽하면 '홍남기가 홍남기를 쫓아냈다'는 조롱까지 나오겠나.

본인 소유 아파트에 세종시 분양권, 서울 요지의 전셋집까지 아무 불편 없이 살던 경제부총리가 이럴진대 서민들이 느끼는 주거 불안이 얼마나 클지 충분히 가늠하고도 남는다. 그런 사람들이 왜 "제발 아무것도 하지 말고 가만있으라"고 분노하는지, 홍 부총리는 이런 성난 민심을 무겁게 받아들이고 이번만큼은 제대로 된 대책을 내놓기 바란다.
