Korea must do its share (KOR)

Heart-wrenching stories continue to pour out of Afghanistan after the Taliban seized control. Scenes of young Afghan women tossing their babies across a high wall topped with barbed wires to U.S. soldiers on the other side — begging for the kids to be taken away even if their parents were denied passage — were caught on cameras. Armed Taliban forces are allegedly committing merciless revenge and human rights violations in the country, including on women who do not wear the burka. However, no one knows when or how all the confusion and chaos will come to an end.

South Korea cannot sit on its hands in the face of such horrendous tragedies playing out daily. The international community must find effective ways to address the gruesome situation and possibly prevent a bigger crisis later on. It remains to be seen if or what kind of effective measures the members of the United Nations Human Rights Council in Geneva, Switzerland might present Tuesday to help the distressed Afghan people. A glimmer of hope is that the Taliban leadership seems to be conscious of the world’s attention and keen revulsion to atrocities. A spokesperson for the Taliban promised to ban retaliation against its opponents, ensure women’s rights, and maintain peaceful relationships with foreign countries. Those surprising promises reflect the Taliban’s recognition of international criticism of their barbaric rule of the country for five years after they took power in 1995.

Although it is obviously too late for anyone to stop the Taliban from taking control of Afghanistan again, the world has a responsibility to try to deter them from taking extreme actions against their own people. Furthermore, the world must mobilize all available resources to pressure the Taliban to keep their pledge to establish an open and inclusive Islamic government. The most urgent thing of all is protection of would-be refugees. Though the campaign is led by the United States for the moment, other countries must do their share to help protect the refugees.

Korea must do its share too. International human rights advocacy groups say that the safety of Afghan people — and their relatives — who have worked with reconstruction teams dispatched from Korea are being threatened by the Taliban. If that’s true, the government must help them, including issuing visas to them if they want to come to Korea.

The United States reportedly is considering the idea of accommodating Afghan refugees on its military bases overseas if their numbers keep skyrocketing. Some of our politicians are urging the government to accept them as political refugees. The time has come for Korea to play a role befitting its international stature. If it can meet such expectations from the international community, Korea will be acknowledged as an advanced country.

아프간 인권과 난민보호, 국제사회 공동의 책무

탈레반이 장악한 아프가니스탄의 혼란이 이어지면서 안타까운 소식이 속속 전해지고 있다. 난민 행렬이 줄을 잇는 가운데 젊은 여성들이 “아기라도 살려 달라”고 호소하며 갓난아기를 철조망 너머의 외국 군인에게 던지는 안타까운 모습까지 목격됐다. 탈레반 무장 세력에 의한 잔혹한 보복과 인권 유린도 곳곳에서 펼쳐지고 있다고 한다. 부르카를 쓰지 않았다고 학대받는 등 여성 인권 유린도 재연되고 있다. 문제는 이런 공포와 혼란이 언제 어떤 식으로 매듭지어질지 아직 아무도 모르는 상황이란 점이다.

이런 비극을 속수무책으로 지켜보고 있을 수만은 없다. 국제사회는 더 큰 비극의 재연을 막기 위한 대책 마련에 힘과 지혜를 모아야 한다. 내일 제네바에서 소집되는 유엔 인권이사회 특별총회에서 어떤 논의가 이뤄질지가 당장의 관심이다. 얼마나 실효성 있는 대책을 내놓을 수 있을지 불투명하지만 그나마 한 가닥 기대를 갖게 하는 것은 탈레반 지도부가 국제사회의 시선을 의식하고 있다는 점이다. 탈레반 대변인은 지난 15일 카불 장악 직후의 첫 기자회견에서 ^반대자에 대한 보복 금지 ^여성 권리 보장 ^외국과의 평화적 관계 유지 등을 약속했다. 1996년부터 만 5년 동안 아프가니스탄을 통치하던 시절의 반(反)문명적 행태에 대한 국제사회의 비난을 인식하고 있다는 증거다.

탈레반의 재집권을 저지할 수 없다고 해도 인류 보편의 가치와 규범을 거스르는 극단적 행동을 제어할 책임은 국제사회에 주어진 공동의 과제다. 더 나아가 ‘개방적이고 포용적인 이슬람 정부’를 구성하겠다는 탈레반 스스로의 약속을 반드시 지킬 수 있도록 모든 가용한 수단을 동원할 필요가 있다. 당장의 시급한 불은 실효적인 난민 보호 대책이다. 미군 철수가 탈레반의 진공을 재촉했다는 부담감에서 자유로울 수 없는 미국이 주도적으로 대응하고 있지만 다른 나라들도 난민 지원을 위해 할 수 있는 역할을 다해야 할 것이다.

아프가니스탄에 군ㆍ민 합동의 지역재건팀을 파견했던 한국도 예외일 수 없다. 국내 인권단체 등에 따르면 한국이 파견한 지역재건팀에서 일했던 현지인 근무자와 그 가족들이 신변 안전을 위협받고 있다고 한다. 사실일 가능성이 큰 것으로 판단된다. 정부와 외교 당국은 현황 파악 노력과 함께 그들의 피난을 돕기 위한 비자 발급 등 대책을 게을리해선 안 된다.

난민의 수가 폭증하는 경우를 대비해 미국이 주한미군 등 해외 주둔 미군기지를 난민 수용 장소로 활용할 수 있다는 보도도 나오고 있다. 정치권에서도 난민 수용을 촉구하는 발언이 나왔다. 한국 정부는 제반 상황과 조건을 면밀히 검토해 국제사회의 노력에 동참할 수 있는 방안을 찾아야 한다. 국제사회의 기대에 부응하는 역할을 충실히 이행할 때 비로소 진정한 선진국으로 공인받을 수 있을 것이다
