King Charles, Visiting Kenya, Faces Calls to Answer for Colonial Abuses

Kenya’s bleak colonial past loomed large as King Charles III officially began a four-day tour of the East African nation Tuesday. It is his first state visit to any member of the Commonwealth group of nations since he became king last year, and the first to an African country.

Charles and Queen Camilla arrived in a Kenya where many communities are still grappling with the pain and loss they or their families endured over decades of British colonial rule, which lasted from 1895 to 1963. The king is under pressure to redress historical injustices, apologize and pay reparations to those who were tortured and removed from their ancestral lands.

In a speech at a state dinner Tuesday night, King Charles offered no direct apology or reparations, but said, “The wrongdoings of the past are a cause of the greatest sorrow and the deepest regret. There were abhorrent and unjustifiable acts of violence committed against Kenyans” as they struggled for independence.

The king’s family has a close association with Kenya. His mother, Queen Elizabeth II, was visiting the Treetops game lodge in 1952 when she learned that her father had died and she would succeed him as monarch. That year, Britain launched a bloody eight-year campaign to crush Kenya’s independence movement, led by the Mau Mau rebels.

Kenya’s president, William Ruto, accompanied Charles and Camilla into the official residence for the dinner, and in his speech, praised Charles for his “exemplary courage and readiness to shed light on uncomfortable truths that reside in the darker regions of our shared experience.”

Ruto called this an “encouraging first step,” but added, “Much remains to be done in order to achieve full reparations.”

A lifelong environmental champion, Charles will visit Nairobi National Park and attend an event celebrating the life of Nobel Peace Prize winner Wangari Maathai in Karura Forest, which she helped save from developers before she died in 2011.

Charles’ visit is also resurfacing grievances about the conduct of British soldiers still stationed in Kenya. Some members of the unit have been accused of sexually abusing women, sparking a devastating fire and using harmful chemicals.

영국 찰스 3세 국왕이 지난달 31일(현지 시간) 4일 간의 케냐 공식 방문 일정을 시작했다. 케냐는 찰스 3세가 취임한 이후 국빈 방문하는 첫 영연방 소속 국가이며, 찰스 3세의 아프리카 방문 역시 취임 후 이번이 처음이다. 아프리카 동부에 위치한 케냐는 영국의 식민 지배를 받은 슬픈 과거를 지니고 있다.

찰스 국왕과 카밀라 왕비가 방문한 케냐에선 1895년부터 1963년까지 영국의 지배를 받는 동안 많은 이가 목숨을 잃었다. 찰스 국왕은 과거의 잘못을 사과하고 바로잡고, 고문당하고 목숨을 잃거나 조상 대대로 살던 땅에서 쫓겨난 많은 케냐인들에게 배상하라는 요구를 받고 있다.

도착 당일 열린 국빈 만찬에서 찰스 국왕은 직접적인 사과나 배상에 대한 언급은 하지 않고 대신 “잘못된 과거는 큰 슬픔과 안타까움의 원인”이라며 “혐오스럽고 정당화될 수 없는 폭력이 독립을 추구하던 케냐인들에게 과거 행해졌다”고 말했다.

찰스 국왕은 가족 대대로 케냐와 인연이 깊다. 찰스의 어머니인 타계한 퀸 엘리자베스 2세는 에버데어 국립공원 안에 있는 트리탑스 호텔에 머물던 1952년에 갑자기 아버지인 국왕이 숨졌고 자신이 왕위를 이어받아야 한다는 사실을 듣고 급거 귀국했다. 같은 해 영국은 케냐의 마우 마우 반군이 이끌던 독립 투쟁을 진압하기 위해 엄청난 사상자를 불러온 8년간의 군사 작전을 시작했다.

케냐의 윌리엄 루토 대통령은 찰스, 카밀라와 함께 한 만찬 자리에서 한 연설에서 “불편한 사실을 명확히 해준 찰스 국왕의 모범적 용기와 이를 정면으로 대하려는 자세에 대해 경의를 표한다”고 말했다. 그는 또 “우리가 공유하고 있는 과거 경험의 일부는 매우 어두운 측면이 있다”고 말했다. 루토는 찰스 국왕의 언급에 대해 “고무적인 첫 걸음”이라고 평가하면서도 “제대로 된 배상이 이뤄지기 까지는 아직 할 일이 많다”고 덧붙였다.

평생동안 환경 운동가를 자처해 온 찰스 국왕은 케냐 방문 기간 중 나이로비 국립공원을 찾는다. 또 노벨 평화상을 수상한 케냐의 환경 운동가 왕가리 마타리를 기리는 카루나 숲 행사에도 참석한다. 이 숲은 마타리가 2011년 숨지기 전 개발 업자들의 벌목으로부터 지켜낸 곳이다.

찰스의 이번 케냐 방문으로 아직 케냐에 주둔하고 있는 영국군의 행동에 대한 불만도 표면화 하고 있다. 주둔 중인 영국군 중 일부는 케냐 여성을 성적으로 학대하고, 불을 지르거나 유해한 화학용품을 살포한 혐의를 받고 있다.
