The owner of a company with more than 1 trillion won ($748 million) in sales once cleaned the toilet at the workplace himself. He touched the flushing part of the toilet with his bare hands when he visited restrooms at the workplace.

“Only then can I check the condition accurately. When that part is smooth, cleaning has been properly done,” he said. “It could be inconvenient for me for a while, but the surest way to keep the workplace clean all the time is for the CEO to act.”

He added, “I had gone bankrupt in the past and had a hard time coming back. I adopted a habit of taking care of everything myself, including cleaning the toilet. I don’t want to fail twice.”

The owner of a department store and hotel also used to personally clean the 3,000-pyeong (106,750 square feet) area in front of the department store. When told it was inefficient for the CEO to sweep the floor when there is a role for the executive, he responded, “There is the broken windows theory. If you leave a broken window unfixed, people will think the building is not maintained, and cigarette butts will pile up. Then the area will turn into a crime zone. No work is trivial.”

The cases of the two owners are cited here because of the toilets at the 2023 World Scout Jamboree at Saemangeum, which has become an international disgrace. Forty-three thousand people from 158 countries came to stay, and only 354 toilets were provided. The toilets were blocked and reeked and some countries withdrew early due to toilet and hygiene issues. Prime Minister Han Duck-soo personally cleaned the toilets on Aug. 4 and 6.

Some say that the condition of toilets reflects the level of the country. Koreans are embarrassed at the feeling that they suddenly became an underdeveloped country.

Originally, Korea was famous for the toilet revolution. The World Toilet Association (WTA) was established in 2007 at an inaugural meeting in Seoul with officials from 66 countries in attendance. The late former Suwon Mayor Shim Jae-duk, who served as the first chairman, was nicknamed “Mr. Toilet” as he led the toilet improvement movement. The WTA builds clean toilets in underdeveloped countries. The mayor had stressed that “the bathroom is a sanctuary that protects the lives of mankind.”

But in 2023, Korea was stigmatized as a country that could not even manage toilets clean. Korea can no longer be trusted to hold international events successfully. The World Scout Jamboree, which was said to have an economic effect of 6 trillion won ($4.5 billion), just wasted the budget of 100 billion won.

Jamboree is over, but international humiliation has to be endured for a while. We must face the shameful bare face of Korea that will be revealed in the process of thoroughly investigating what went wrong from the start.

The event was a disaster caused by greed, lack of responsibility, and incompetence. If there were managers like “Mr. Toilet” and the owner of the department store, the disaster could have been saved.

우리는 ‘미스터 토일렛’을 잊었나

매출 1조원이 넘는 회사의 오너 경영인 A씨는 한때 사업장 화장실 변기를 직접 닦았다. 그는 사업장 화장실을 가면 대변기의 물 내려가는 부분을 맨손으로 만졌다. “그래야 청소 상태를 정확히 확인할 수 있다. 여기가 매끈매끈해야 청소가 제대로 된 것”이라는 게 그의 설명이었다. 그는 “나야 잠시 불편하지만 사업장을 내내 깨끗하게 유지하려면 최고경영자(CEO)가 움직이는 게 가장 확실하다”며 “과거 파산했다가 어렵게 재기했다. 변기 청소든 뭐든 끝까지 챙기는 습관도 생겼다. 두 번 망할 수는 없잖나”라고 했다.

백화점·호텔을 경영하던 B씨도 하루 유동인구 40만~50만 명에 이르는 백화점 앞 3000평을 직접 청소하곤 했다. “경영진 역할이 있는데 CEO가 빗자루까지 잡는 것은 비효율적”이란 말에 B씨는 이렇게 답했다. “‘깨진 유리창’ 이론이 있잖나. 깨진 창문을 방치하면 건물 관리를 하지 않는다고 생각해 처음엔 담배꽁초가 하나둘 쌓이다가 나중에 우범지대로 전락한다는 거다. 세상에 사소한 업무는 없다.”

A와 B씨 이야기를 꺼낸 건 국제적 망신으로 전락한 새만금 세계스카우트 잼버리 화장실 때문이다. 158개국에서 온 4만3000명이 지내는데 화장실은 354개뿐이었다. 변기가 막혀 악취가 코를 찔렀고, 일부 국가는 화장실 위생 문제 등으로 조기 퇴영했다. 한덕수 국무총리는 지난 4일과 6일 직접 화장실을 청소했다.

화장실은 그 나라 수준을 반영한다는데, 순식간에 후진국이 돼버린 느낌에 국민은 망연자실하다. 원래 한국은 화장실 혁명으로 유명했다. ‘세계화장실협회’(WTA)는 66개국 관계자들이 참여한 가운데 2007년 서울에서 창립총회를 열고 설립됐다. 초대 회장을 맡은 고 심재덕 전 수원시장은 화장실 개선 운동에 앞장서며 ‘미스터 토일렛(Mr. Toilet)’이란 별명을 얻었다. WTA는 낙후된 국가에 깨끗한 화장실을 지어주고 있다. 심 전 시장은 생전에 “화장실은 인류의 생명을 지키는 성소(聖所)”라고 역설했다.

하지만 2023년 한국은 화장실 관리도 못 하는 나라라는 오명을 얻었다. 국제 행사를 잘 치르는 나라라는 신뢰도 사라졌다. 경제적 파급효과가 6조원에 이른다던 잼버리 행사는 1000억원대 예산 본전도 못 찾았다.

잼버리는 끝났지만 국제적 망신은 한동안 더 감수해야 한다. 철저한 책임 추궁 과정에서 드러날 대한민국의 부끄러운 민낯을 직시해야 한다. 탐욕·무책임·무능이 빚은 참사라는 지적이 이어진다. ‘미스터 토일렛’ 같은 관리자가 있었다면, A와 B씨처럼 ‘끝까지 챙긴다’ ‘세상에 사소한 업무는 없다’ 정신을 잊지 않았다면 발생하지 않았을 참사이기도 했다.
