The Senate Dress Code Gets a Casual Overhaul

In the tradition-bound halls of the Senate, customs die hard and rules can be next to impossible to change. But on Monday, a major change had the Capitol abuzz.

For the first time in centuries, lawmakers are no longer expected to suit up to conduct business on the Senate floor.

Sen. Chuck Schumer, D-N.Y., the majority leader, has established a new dress code —or rather, done away with the old one — allowing members to take a more business-casual approach to their workwear.

The change, reported earlier by Axios, involved directing the Senate’s sergeantat-arms — whose job, aside from directing security in the chamber, also entails enforcing outfit standards for all who enter it — that the previous policy that all senators must be clad in business attire when on the floor is no longer to be enforced.

“There has been an informal dress code that was enforced,” Schumer said in a statement. “Senators are able to choose what they wear on the Senate floor. I will continue to wear a suit.”

The modification is in many ways a bow to reality: In recent years, there have been plenty of senators who have departed from the suitand-tie uniform that for decades was considered the only acceptable attire. It most clearly reflects the influence of Sen. John Fetterman, the 6-foot-8, tattooed, first-term Democrat from Pennsylvania. After briefly donning a suit and tie for his first few months in Congress, he has recently reverted to wearing his signature Carhartt sweatshirts and baggy shorts.

As is the case with any sartorial change in Washington — be it footwear, dress color, suit shade or wigs — the announcement has generated a big reaction.

Sen. Mike Lee, R-Utah, was disdainful of the change in rules. “It’s just not that hard to wear a jacket and tie,” he wrote on social media, adding that, “pants are a must — not optional.”

Unlike most rules that govern the Senate, there is no official, written dress code. But by custom, senators have for decades been informally required to wear business attire: typically suit and tie for men and dresses with covered shoulders or pantsuits for women.

미국 상원에서는 전통을 쉽게 없애기 힘들고, 기존의 규범을 바꾸기란 거의 불가능에 가깝다. 하지만 지난 18일(현지시간) 미국 국회의사당을 떠들썩하게 만든 변화가 일어났다.

수세기 만에 처음으로 상원의원들이 정장을 입고 상원 회의장에 나오지 않아도 되도록 복장 규정이 바뀐 것이다. 척 슈머 미국 민주당 뉴욕주 상원의원 겸 원내대표가 정장만 가능했던 기존의 규정을 없애 비즈니스 캐주얼을 허용했기 때문이다.

미 정치 전문 온라인 매체 악시오스가 먼저 보도해 알려진 이 조치는 상원를 지키는 경호원들이 정장을 입은 상원의원만 상원에 출입을 허용하던 기존 방침을 철회하는 방향으로 실행에 옮겨졌다.

슈머 의원은 이날 공식 발표에서 “상원에서 정장을 안 입어도 되게 하는 복장 규정을 시행한다”면서 “상원의원들은 원하는 옷을 입고 상원에 올 수 있지만, 나는 정장을 계속 고수하겠다”고 말했다.

이번 조치는 상당 부분 현실의 변화를 수용한 것이다. 최근 몇년 사이 재킷과 넥타이 대신 캐주얼 의상을 입고 상원에 나온 의원들이 다수 생겼다. 재킷과 넥타이는 상원의원의 ‘유니폼’처럼 당연한 것으로 여겨지던 전통이었다.

이 전통에 가장 노골적으로 반기를 든 것은 존 페터먼 미국 펜실베이니아주 민주당 상원의원이다. 2m가 넘는 거구에 문신을 한 그는 이번이 초선인데, 선출된 이후 몇달 동안 정장을 입고 상원에 출근했고 이후엔 스트리트 브랜드로 유명한 칼하트의 후드티와 헐렁한 배기 바지를 입고 상원에 나오고 있다.

정치권에서 복장에 대한 변화가 도입되면 으레 그렇듯, 이번 조치에 대해서도 의원들이 뜨거운 반응을 쏟아냈다.

마이크 리 유타주 공화당 상원의원은 자신의 소셜 미디어에 “넥타이를 매고 재킷을 입는 일이 뭐 그리 어렵냐, 바지는 꼭 입고 나오기 바란다”며 이번 조치를 조롱했다.

명확한 규정이 문서로 존재하는 미국 상원의 다른 규범과 달리 복장 규범은 문서로 적혀있진 않다. 하지만 전통적으로 여러 세기 동안 상원의원들은 정장을 입는 것이 당연하게 여겨져 왔다. 남성 의원들의 경우 넥타이에 재킷, 여성 의원들은 어깨가 드러나지 않는 드레스나 바지 정장을 입는 것이 불문율이었다.
