TikTok Prompts Users to Call Congress to Fight Possible Ban

Lawmakers in Washington, D.C., this week introduced a bill calling for TikTok to cut ties with its Chinese parent company or face a ban in the United States. When many users opened the popular app Thursday, the company greeted them with a message to oppose the legislation, prompting a flood of phone calls to several Capitol Hill offices.

“Stop a TikTok shutdown,” the message on the app read. It included a button for people to call their representatives, saying: “Let Congress know what TikTok means to you and tell them to vote NO.”

By noon, the phone lines for members of Congress were overwhelmed by calls, according to posts from lawmakers’ staff members on X, formerly known as Twitter, and two congressional aides with knowledge of the situation. Some of the callers appeared to be teenagers, while others hung up as soon as they were connected, the aides said. One staff member posted a screenshot to X showing that TikTok also sent a push alert to some users.

Some users said on X that they were unable to use the app before placing the call; it was unclear whether it was possible to bypass the message.

Technology companies have often sought to rally users in response to legislation, but rarely is the effort so overt.

Lawmakers on the House Energy and Commerce Committee approved the legislation 50-0 on Thursday. It’s aimed at forcing TikTok’s Chinese owner, ByteDance, to sell the app. The House bill is one of several efforts over the past year aimed at curtailing TikTok because of concerns that ByteDance’s relationship with China poses risks to national security.

Reps. Mike Gallagher, R-Wis., and Raja Krishnamoorthi, D-Ill., who are co-sponsors of the bill, criticized TikTok’s message, saying it was misleading. “Here you have an example of an adversary-controlled application lying to the American people and interfering with the legislative process in Congress,” they said.

TikTok didn’t immediately respond to requests for comment. It had previously said that lawmakers’ fears were unfounded, including because its U.S. operations and user data are protected from the rest of the organization.

The legislation faces a long path to becoming law. House Speaker Mike Johnson, R-La., said Thursday he supported the bill. If the full House approves the legislation, it will go to the Senate.

미국 하원은 이번주 중국 모회사와의 관계를 끊지 않으면 미국에서 틱톡을 사용할 수 없게 만드는 틱톡 금지 법안을 공개했다. 지난 목요일(3월 7일) 틱톡 애플리케이션을 연 사용자는 의회가 추진 중인 이 금지 법안에 항의해 달라는 틱톡 측의 메시지를 봤다. 결국 의원들 사무실에 틱톡 사용자 항의 전화가 빗발쳤다.

틱톡이 올린 메시지엔 “틱톡 금지를 멈춰달라”는 내용이 적혀 있었다. 누르면 의원실로 전화가 연결되는 버튼도 함께였다. “의원들에게 틱톡이 당신에게 어떤 의미인지 알려주고, 법안에 반대표를 던지도록 촉구해달라”는 내용도 있었다.

정오쯤부터 의원 사무실들은 빗발치는 항의 전화에 업무 마비 상태가 됐다고 다수의 보좌관들이 소셜미디어 엑스(X, 옛 트위터)에 알렸다. 전화를 건 이들 중 일부는 10대인 것으로 보였으며 대부분은 전화가 연결되자 마자 끊어버렸다. 한 의회 사무실 직원은 틱톡이 일부 사용자에 게 보낸 보낸 ‘푸시’ 알림을 캡처해서 올리기도 했다.

일부 사용자들은 앱에 있는 ‘전화 걸기’ 버튼을 누르기 전까지는 앱을 사용할 수 없었다고 말하기도 했다. 독려 메시지를 건너 뛰고 앱을 사용할 수 있었는지 여부는 불분명하다.

테크 기업이 법안을 위해 이용자들을 동원하는 사례는 그동안에도 꽤 있었지만, 이번처럼 노골적인 경우는 이례적이다.

미 하원 에너지ㆍ상업 위원회는 이날 법안을 50대 0의 표차로 통과시켰다. 틱톡의 모기업인 중국 바이트댄스가 틱톡의 지분을 처분하도록 강제하는 내용이다. 미 의회는 바이트댄스와 중국 정부 관계 때문에 틱톡이 미국의 안보을 위협한다는 우려에 최근 몇 년 간 틱톡을 금지 혹은 반대하는 법안 여러 건을 계속 추진해왔다.

이번 법안을 공동 발의한 공화당 마이크 갤러거(위스콘신주) 하원의원과 민주당 라자 크리쉬나무티(일리노이주) 하원의원은 틱톡이 사용자들에게 올린 메시지에 대해 “팩트와 거리가 멀다”고 비난했다. 그들은 “적대적인 주체가 통제하는 앱이 미국 국민에게 거짓말을 하며 의회의 입법 절차를 방해하고 있다”고 강도높게 비난했다.

틱톡은 이번 사태에 대해 입장을 내놓지 않았다. 앞서 밝힌 입장에선 의원들의 우려는 전혀 근거가 없고 이용자 데이터는 회사 내에서도 아무도 건드릴 수 없게 보호받고 있다고 밝혔다.

소위를 통과했지만 법안이 실제 제정되기까진 아직 갈 길이 멀다. 마이크 존슨 미 하원의장(공화당ㆍ루이지애나주)은 같은 날 법안을 지지한다는 입장을 밝혔다. 소위에 이어 하원 전체 회의를 통과하면 법안은 상원으로 가게 된다.
