Will Peng Liyuan follow in Jiang Qing’s steps? (KOR)

“Will Peng Liyuan be the next Jiang Qing?” many Chinese people are often asking. The question is about whether Peng Liyuan, the wife of Chinese President Xi Jinping, will join politics just as Mao Zedong’s last partner, Jiang Qing, did.

The question was recently triggered by Peng’s visit to Changsha, the capital of Hunan Province, on March 24. As a World Health Organization goodwill ambassador for the prevention of tuberculosis and AIDS, Peng checked the status of tuberculosis prevention in the region. Not surprisingly, she made similar moves before.

Then why the rumors? Her latest visit was different from the past. First of all, she was accompanied by high-ranking officials. Previously, she was followed by a deputy chief of the National Health Commission, but this time, she was flanked by a vice minister-level deputy governor of Hunan Province.

The second point to watch is the composition of the photo. In the past, Peng was seen in close proximity to the public though she was positioned at the center. This time, two vice minister-level officials kept a certain distance from Peng to highlight her presence. The composition of the photo is an expression of the “sole dignity” applied to pictures of President Xi. It is very bureaucratic.

The third point is the special safety measures enacted. In the past, she was seen mixing with large crowds, but this time, she only met a select few to prevent an unexpected incident. This is why many Taiwanese and U.S. media outlets speculate that Peng will become the next Jiang Qing.

Jiang Qing became a member of the Politburo in 1969. She formed the Gang of Four to lead the Cultural Revolution. It is believed that Chairman Mao thought in his later days that he could only trust his family and wished to have Jiang Qing succeed him. China experts predict that Xi — who has the kind of absolute power Mao had — will follow in his footsteps. Wang Dan, the leader of the 1989 Tiananmen Square protests, says that for them, it would be a rational choice to hand over power to the family.

Peng Liyuan and Jiang Qing have three things in common: they are both from Shandong Province, had a career in entertainment, and have no son. Peng’s entry into politics was mentioned at the funeral of former premier Li Keqiang on November 2, 2023. At that time, Peng offered condolences right after President Xi and before the other six Politburo Standing Committee members. Since then, it was believed that Peng would join the Politburo. According to the latest rumors, she would be the vice president.

Peng’s entry into politics is still merely the subject of speculation. But it may come true at the 21st Party Congress in 2027. As history repeats itself, we will have to keep a keen eye on it.

펑리위안과 장칭

‘펑리위안(彭麗媛)이 제2의 장칭(江靑)이 될까?’ 최근 중화권에서 심심찮게 나오는 이야기다. 시진핑 중국 국가주석의 부인 펑리위안이 마오쩌둥의 마지막 동반자 장칭과 같이 정치에 참여할 것이냐는 의문이다. 계기는 지난달 24일 펑 여사의 후난성 창사 방문이다. 펑 여사는 세계보건기구 결핵 및 에이즈 예방 친선대사 자격으로 해당 지역의 결핵 예방 상황을 챙겼다. 놀라운 일은 아니다. 이전에도 비슷한 행보를 보였다.

한데 왜 이런 말이 나올까? 과거와 다르다는 거다. 우선 고위 관료 동반이다. 이전엔 국가위생건강위원회 부주임이 수행하는 정도였는데 이번엔 차관급인 후난성 부성장도 대동했다. 두 번째는 사진의 구도다. 과거 사진 속 펑 여사는 비록 가운데 자리하긴 했지만, 대중과 뒤섞인 모습이었다. 지금은 차관급 인사 두 명이 펑 여사와 일정 거리를 두는 구도로 펑 여사를 두드러지게 부각했다.

이 같은 연출은 시진핑 주석과 같은 ‘유일한 존엄’을 표현하는 방식이다. 관료적 냄새가 짙다. 세 번째는 각별한 안전 조치가 취해졌다. 예전엔 많은 인파와 어울리는 모습이었는데 이번엔 엄선된 소수의 사람만 만나 의외의 사고를 예방하는 성격이 강했다. 대만과 미국 언론 등에서 잇따라 펑 여사가 제2의 장칭이 될 것인가를 따지는 분석이 쏟아진 이유다.

장칭은 1969년 정치국 위원이 됐고 70년대 4인방을 결성해 문혁을 주도했다. 마오는 만년에 가장 믿을 수 있는 인물은 가족밖에 없다고 생각하고 장칭에게 대권을 물려주려 했다는 이야기가 있다. 마오와 같이 절대 권력을 쥔 시진핑 주석 역시 마오의 전철을 따르지 않겠냐는 게 중국 전문가들의 관측인 것이다. 89년 천안문 사태의 주역인 왕단(王丹)은 “그들 입장에선 가족에 권력을 넘기는 게 이성적인 선택일 것”이라고 말한다.

펑리위안과 장칭의 3가지 공통점이 거론되기도 한다. 둘 다 산둥성 사람이고 예능계 출신이며 아들을 두지 못했다는 점이다. 펑 여사의 정계 진출설은 지난해 11월 2일 리커창 전 총리의 장례식 때 불거진 적이 있다. 당시 펑 여사가 시진핑 주석 다음으로, 그러나 다른 6인의 정치국 상무위원보다 먼저 조문을 했기 때문이다. 이후 펑 여사의 정치국 위원 진입 예측이 나왔고 최근엔 국가부주석이 될 거라는 소문도 돌고 있다.

펑 여사의 정계 진출설은 아직은 추측에 불과하다. 그러나 2027년 21차 당 대회 때 실현될지도 모를 일이다. 역사는 돌고 돈다고 했는데 두고 볼 일이다.
