Taliban Shut Beauty Salons, One of Afghan Women’s Last Public Spaces

All women’s beauty salons in Afghanistan were set to close Tuesday, officials said, as part of a Taliban administration announcement early this month that the women-only spaces were forbidden under Shariah law and caused economic hardship for grooms’ families during wedding celebrations.

The closing of the salons — one of the few public places left in Afghanistan where women could congregate outside the home — represents another grim milestone for women’s rights in Afghanistan. Since the Taliban seized power in August 2021, the government has steadily rolled back women’s rights, banning women and girls from most public spaces, from traveling any significant distance without a male relative and from attending school beyond sixth grade.

The salons had been given a one-month grace period to end their operations. Taliban security forces in Kabul, the capital, made the rounds Tuesday to ensure that salons were complying with the ban, according to Sadeq Akif Muhajir, the spokesperson for the Taliban administration’s Ministry for the Propagation of Virtue and the Prevention of Vice.

The initial announcement ordering salons to close prompted a rare public protest early this month in Kabul, where dozens of salon owners and beauticians marched down the street while holding signs opposing the ban. Security forces with the Taliban administration broke up the protest using fire hoses and shot weapons into the air to disperse the crowd.

The use of force drew criticism from the United Nations mission in Afghanistan, which tweeted that “Afghans have the right to express views free from violence. De facto authorities must uphold this.”

Previous Taliban edicts have restricted women from most employment opportunities outside health care and private businesses, and about 60,000 women were employed by roughly 12,000 salons across Afghanistan, according to the Afghanistan Women Chamber of Commerce and Industry.

Such restrictions have drawn widespread international condemnation, including from other Islamist governments like those of Iran and Saudi Arabia, and prompted international human rights monitors to label Afghanistan one of the most restrictive countries in the world for women.

아프가니스탄의 탈레반 정부가 모든 여성 전용 미용실을 폐쇄하겠다는 방침을 지난 25일(현지 시간) 발표했다. 여성만 모이는 공간이 샤리아 율법에 어긋나며, 결혼식 때 미용실에서 신부들이 꾸미고 화장하는 것이 신랑 측 가족에게 지나친 경제적 부담을 준다는 이유를 들면서다.

미용실은 탈레반이 지배하는 아프가니스탄에서 여성들이 집 밖에서 모일 수 있는 몇 안 남은 장소였다. 2021년 8월 탈레반이 집권한 이래 탈레반은 공공장소에 여성의 출입을 금지하는 조치를 계속적으로 도입하면서 꾸준히 여성의 권리를 축소해왔다. 남성 친척이 동행하지 않는 한 일정 거리 이상을 여행할 수 없게 하거나, 6학년 이후엔 학교에 올 수 없도록 한 조치가 대표적이다.

이번 조치에 따라 아프간의 모든 여성 전용 미용실은 한달의 유예 기간 이후엔 문을 닫아야 한다. 수도 카풀의 공안 당국도 발표 당일부터 미용실에 대한 단속에 나섰다고 도덕전파ㆍ비행예방부의 대변인 사덱 아키프 무하지르는 밝혔다.

이번 조치를 예고한 첫 정부 발표에 카불에선 수십명의 미용실 업주와 종사자들이 항의 피켓을 들고 거리 시위를 벌이기도 했다. 탈레반 공안 당국은 물 대포를 발사하고 총탄을 하늘에 대고 쏘며 시위대를 해산시켰다. 카불에서 거리 시위는 매우 흔치 않은 일이다.

이와 관련, 아프간에 파견된 유엔 대표부는 “아프간인들은 폭력에 시달리지 않고 자신들의 의견을 표출할 권리가 있고 현 정부는 이 원칙을 옹호해야 할 것”이라고 트위터에 적으며 무력 사용을 비판했다.

탈레반의 각종 포고령으로 아프간 여성에겐 그간 자영업과 일부 보건 분야를 제외한 대부분의 고용 활동이 봉쇄됐다. 아프간여성상공회의소에 따르면 아프간 전국에서 여성 전용 미용실은 1만2000여개에 달하며 6만여명의 여성이 미용업에 종사해왔다.

이번 조치는 이란, 사우디 아라비아 등 이슬람 국가를 포함한 국제 사회로부터 비난을 받고 있다. 국제인권단체들도 미용실 폐쇄에 따라 아프간을 여성 인권에 대한 제약이 가장 큰 나라로 규정했다.
